Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EE-133F-13-RQ-0784 is used as a reference ONLY as no HARD Copy will be issued. The U.S. Dept. of Commerce, NOAA, National Marine Fisheries Service, Center for Coastal Fisheries and Habitat Research, 101 Pivers Island Road, Beaufort, NC 28516-9722 has a requirement for Refurbishing and Upgrading SIX (6), Digital Limnoterra Fish Measuring Boards. The requirements are to be provided in accordance with the following: STATEMENT OF WORK Refurbish Electronic Fish Measuring Boards Period of Performance: September 3, 2013 to February 1, 2014 Introduction The Southeast Region Headboat Survey (SRHS) has used Limnoterra Fish Measuring Boards (FMBs) since the early 1990's. FMBs are used to collect length and weight measurements of fish landed in the headboat fishery in the U.S South Atlantic and Gulf of Mexico. Limnoterra no longer offers new FMBs or support for existing FMBs. This contract will involve refurbishing and upgrading 6 existing FMBs. Background The Limnoterra digital FMB provides a platform to capture fish lengths and related data using a built in ruler, touchpad and communications ports. For this application the utility of ports are to communicate with PCs and digital scales. These FMBs are portable, battery operated, waterproof units capable of storing data on a microprocessor using internal software (firmware). The FMBs are currently only compatible with Windows XP. This created a problem with computer software upgrades to Windows 7 (64 bit version). FMBs currently depend on serial port connections for data transfer to desktop and laptop PCs. Many laptops no longer have serial ports which has limited connectivity with the FMBs. Project Scope Objective Refurbish 6 existing Limnoterra Fish Measuring Boards including upgrading components to specifications listed: Requirements 1. Must be compatible with Windows 7 (64 bit) operating systems 2. FMBs must be able to store data internally with the capability to transfer data to a PC using a USB port via flash drive or cable connection. 3. Replace re-chargeable batteries with new batteries that meet or exceed FMB specifications. 4. FMBs must perform all original functions: record trip information, length (total and fork), receive weight from scale, and record all biological samples. All touchpad keys, including letter and number keys, must be functional. 5. Measuring line must be capable of measuring in 2 mm increments up to 950 mm. 6. Must communicate with Doran scale via RS-232 through USB connection 7. FMBs must output data in csv file. 8. New FMB software must provide platform to allow for changes to the data fields by SRHS staff. 9. The FMB must be waterproof to at least 1 meter. This includes all ports, connections and hardware. 10. FMB internal electrical connections, transistors and sensors must be cleaned, checked and replaced as needed. 11. Clean exterior and repair any damage that would jeopardize waterproofness. 12. Pick up or shipping will be the responsibility and expense of the vendor. Schedule ID Activity Description Planned Start 1 Task 1 Contractor will pick up or make arrangements for SRHS to ship FMBs to desired location. 09/13 2 Task 2 Contractor will begin to refurbish FMBs based on full understanding of technical specifications. 09/13 3 Task 3 Contractor will test FMBs for readiness and complete check list provided by SRHS staff. 01/14 4 Task 4 Contractor will deliver 6 fully operational refurbished FMBs 02/14 IT SECURITY REQUIREMENTS: The Certification and Accreditation (C&A) or Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required. This procurement is being solicited as Small Business set- aside in full and open competition. The resulting purchase order will be negotiated as a firm-fixed price Purchase Order. Hard copies of the RFQ will not be issued. Electronic submission of the contractor's proposal is hereby authorized, but must be transmitted by the posted response date and time. To be eligible for award, offerors must be registered in the System for Award Management (SAM) to be considered for an award of a federal contract. For information regarding registration in SAM contact the SAM website at www.sam.gov/portal/public/SAM/; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer. All responsible sources may submit a quote, which shall be considered by the agency. The FSC for this is J066 and the NAICS Code is 423910, small business size standard is 100 employees. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation-Commercial Items. Award will be made to the responsible, responsive offeror whose offer will result in the lowest technically acceptable price and who can best meet the required location. FAR 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAR 2007) applies and the following additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (2), (3), (12), (23), (27), (28), (29), (36), (37), (38), (39), (42), (48) and (50). The following addenda or additional terms and conditions apply; None. No Defense Priorities and Allocations System (DPAS) rating is assigned. Offers must be submitted to the Center for Coastal Fisheries and Habitat Research, 101 Pivers Island Road, Beaufort, NC 28516-9722 by 2:00 P.M. SEPTEMBER 1, 2013.
