Description
1 The requested material or service represents the minimum requirements of the Government. (1) AGENCY AND CONTRACTING ACTIVITY:Department of Veterans Affairs Salem VAMC______________________ 1970 Roanoke Blvd.________________ Salem, VA 24153 VISN:6 (2) NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED: This is a request for other than full and open competition for the procurement of a Getinge Steam Sterilizer for the Salem VAMC (3)(a)A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY'S NEED: The Salem VAMC requests one Getinge Model 8668 Washer-Disinfector with a conveyor system and installation for the cleaning and thermal disinfection of reusable surgical instruments and utensils. (b)ESTIMATED DOLLAR VALUE: $249,704.25 (c)REQUIRED DELIVERY DATE: 9/30/2013 (4)IDENTIFICATION OF THE JUSTIFICATION RATIONALE (SEE FAR 8.405-6), AND IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR'S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE. 1Specific characteristics of the material or service that limit the availability to a sole source (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources. VHA Directive 2011-015 requires reducing the equipment that needs Ethylene Oxide gas sterilization. VHA Directives 2009-004 and 2009-031 require standardization of equipment and processes, where applicable, and that all reusable medical equipment MUST be reprocessed according to manufacturer's Instructions For Use. The Salem VAMC currently owns two washer/disinfectors, a Steris and a Getinge. The Steris washer/disinfector has reached the end of its usuable life and requires replacement. IAW VHA Directives 2009-004 and 2009-031, the Salem VAMC intends to standardize the washers/disinfectors by purchasing a second Getinge washer/disinfector. (5) DESCRIBE WHY YOU BELIEVE THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH FAR 8.4 TO AID THE CONTRACTING OFFICER IN MAKING THIS BEST VALUE DETERMINATION: Standardization enhances patient care and reduces risk of disease transmission because the sterilization service can use one sterilization SOP, standardized cleaning solutions, and standardized maintenance procedures. (6) DESCRIBE THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED: A sources sought notice was published to GSA eBuy to determine if additional suppliers can offer the equipment via schedule. Only Getinge USA responded to the notice. (7) ANY OTHER FACTS SUPPORTING THE JUSTIFICATION: None (8) A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE: The market will continue to be examined for products that can interface with or replace current equipment when the system requires upgrades and or replacement.
