- SYNOPSIS: Sources Sought & Request for Industry Comment SOLICITATION NUMBER: W91247-13-T-0464 PROJECT TITLE: Camp Mackall Utility Water Service, Fort Bragg, NC This Sources Sought Notice & Request for Industry comment is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Mission and Installation Contracting Command, Fort Bragg (MICC-FB). This Sources Sought is intended strictly for market research and to determine the interest and capability of potential offerors. Responses to this Sources Sought are not Offers and cannot be accepted by the Government to form a binding contract. The North American Industry Classification Code (NAICS) 221310 (Water Supply and Irrigation Systems) is relative to this requirement. The Small Business Size Standard is $7.0 million. The Government will use responses to this sources sought synopsis to make an appropriate acquisition decision about soliciting this project as either a competitive Set-Aside or full and open competition as Unrestricted; or to proceed with this project as a negotiated sole source procurement. Award of a single contract consisting of a period up to 10 years is anticipated. The incumbent contractor is the Town of Southern Pines, NC. The current contract number is W91247-07-C-0020. MICC-FB received a request to provide Utility Water Services to Camp Mackall, North Carolina. The contractor shall be responsible to furnish, potable water service (hereinafter called service) requested by the Government from the contractor at Camp Mackall, North Carolina, in accordance with Federal, State, and Fort Bragg Installation Design Guide (IDG). All services provided by the contractor shall be in conformity with all applicable laws, rules, codes, industry standards, permits, and regulations, promulgated by any and all government authorities having jurisdiction. Estimated service requirement(s) are as follows: Current (2012) Average Daily Quantity - 47,000 Gallons (G) Projected 2022 Average Daily Quantity - 60,000 G Current (2012) Maximum Daily Quantity - 404,000 G Projected 2022 Maximum Daily Quantity - 484,000 G Current (2012) Average Monthly Quantity - 1.35 MG Projected 2022 Average Monthly Quantity - 1.62 MG Subject to events beyond the reasonable control of contractor, service shall be continuously available to the Government at the Point of Demarcation, at a pressure range of 120-140 psi, and at a rate that will maintain the Camp Mackall distribution system tank and system at acceptable levels to meet water, fire and pressure demand. The service shall be measured at the Point of Demarcation by no less than one (1) meter (operational at all times) and of a size to accurately quantify the water delivered, whether that size is at below average, average or peak demand. All meters shall be installed by the contactor in a manner that allows verification of billing determinants by government personnel. The point of demarcation is the point of connection between Old North Utility Services, Inc. (the contractor responsible for the Fort Bragg distribution system) and the potable water service contractor's system. The contractor shall design, construct, own, operate, and maintain the facilities necessary to connect the Government's distribution system to the contractor's system and to meet the Government's full water service requirements during the term of this contract. Design and construction is required if contractor is not currently connected to the Government's distribution system. THE FOLLOWING INFORMATION IS REQUIRED: Submission shall be limited to no more than two (2) pages and sent electronically to Contract Specialist, Abelardo Carlos Lopez at abelardo.c.lopez.civ@mail.mil and Laura B. Cannady at laura.b.cannady.civ@mail.mil. Standard brochures will not be considered a sufficient response to this Sources Sought request. Information provided will not be used as a part of any subsequent Solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary by nature. All questions are listed below. Contracting Topics (2 page limit): 1) Provide your Company name; Point of Contact information (address, telephone, facsimile, e-mail); DUNS number; and CAGE code; 2) State if your firm is a Small Business Administration (SBA) certified 8(a), Small Disadvantaged Business, HUB Zone, SDVOSB, or WOSB firms relative to the specified NAICS; 3) Identify if your firm provides this service to commercial firms. If so, please describe briefly to include identifying how you invoice those commercial firms for the service; 5) Identify if your firm holds a Federal Supply Schedule (FSS) Contract, and if so, please list the GSA Contract Number and relevant SINS; 6) Capabilities/Qualifications: A short written response providing clear and unambiguous statement providing your company's capacity to fulfill this requirement as briefly described herein. Describe your firm's ability to meet the required services identified in the project description above to include: approximate connection distance from Camp Mackall; time required from date of award to obtain the capacity to perform to include any connection facilities (permits, connection construction, etc); rough order of magnitude (ROM) of the cost to be at capacity to meet the stated requirements by the required service date; and a ROM for monthly service; and 7) Indicate whether your firm intends to submit an offer for this requirement. If you can meet all of the requirements for this project, please respond to this sources sought synopsis no later than 5:00 p.m. on Wednesday, August 28, 2013. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to help the government make the acquisition decision, which is the intent of this sources sought announcement.
