Description
The U.S. Department of Agriculture (USDA), Agriculture Research Service (ARS) on behalf of the National Agriculture Library (NAL), intends to negotiate on a sole source basis the purchase and installation of a digital book capture system from Digital Transitions. The National Agricultural Library (NAL) is engaged in a long term project to digitize its print Collection for archival preservation and public access. This project involves digital conversion of Several million items in a variety of sizes and formats, including rare and unique books and Archival materials. NAL requires a book capture system for producing archival quality digital Copies of rare books and other unique or fragile bound materials from the NAL collection without Damaging the original items. Provide and install all hardware and software components for a book capture system For producing archival quality digital copies of unique or fragile bound materials from The NAL collection without damaging the original items. The National Agricultural Library (NAL) requires a custom designed and built book Capture system from Digital Transitions. This system is needed as part of NAL's Long term project to digitize its complete print collection. Because NAL's Digitization program is for archival purposes (long term preservation of individual Items) as well as access it is vital that it produces digital copies with a high standard Of accuracy, and that those copies are made without damaging the original items. The NAL collection consists of several million items of varying size and format so it is Essential that the equipment used can accommodate a large range of sizes and Formats. The collection also includes rare books and other unique items which are Valuable as artifacts as well as for their content and it is particularly important to be Able to digitize such items without removing or damaging their bindings or putting Undue physical stress on them. For these reasons off the shelf purchase of standard Equipment is not adequate for this project, and a cradle-style book capture system that Is specially designed for archival copying of library materials is needed. Digital Transitions can build and provide a system which encompasses all of NAL's Requirements for digitizing bound items and is the sole source for this purchase. The Digital Transitions' book capture system consists of a unique selection of the most Critical system components, and they have the expertise to build and configure a Specific combination of equipment and software that matches NAL needs. Additionally, Digital Transitions' system customization, setup, integration services, and ongoing support form a unique combination of services that are critical to successful continuation of NAL's archival digitization project. The camera, lenses, and camera software (the most expensive components) used in this system are interchangeable with the reprographic copying system purchased by NAL from Digital Transitions last year, allowing for equipment sharing and processing integration between the two systems which reduces the risks of equipment Failure and enables more efficient processing. The ability to share cameras and Camera components between the two systems will help NAL to continue operations in The event of equipment failure on either system. Lastly, Digital Transitions is a company with a proven track record of archival preservation and experience providing solutions to federal and academic institutions involved in archival digitization. The NAICS Code for this requirement is 519120 Libraries and Archives Authority for this sole source procurement is under 10 U.S.C.2403 (c)(1) as implemented in FAR 6.302-1, one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive quotations. No solicitation document is available and telephone requests will not be honored. Any firm that believes it can provide the services listed above may submit substantiating documentation in writing to the identified point of contact. The successful company must be registered in The System for Award Management (SAM) located at: https://www.sam.gov/portal/public/SAM Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
