- Questions and Answers - 20th Round. Answers are in response to Tactical Power Supplies PP-6224D/U and PP-2953E/U Amended Synopsis posted on 24 May 2013. 1. Question - Good morning Roberta, Referencing synopsis W15P7T-12-R-A307, our records show no updates as of late. Can you tell me if it has been issued as a formal RFP, canceled, or awarded already? Thank you in advance for your response[.] Answer - The Government does not have a firm date for Request for Proposal (RFP) release or an award date. It is anticipated the award of this requirement will most likely be 2nd quarter of FY14, meaning most likely February-March 2014. We are currently anticipating that the RFP will be issued October 2013. These anticipated dates are subject to change. 2. Question - Can you please advise if the Government would consider changing the North American Industry Classification System (NAICS) code 335999 to the previous contract requirement's NAICS code 335311? Is there a course of action that a business can follow in an effort to challenge the NAICS code on this requirement? Answer - The NAICS code 335999 is a more accurate fit for the Tactical Power Supplies requirement than the NAICS from the previous contract. The NAICS code change has been approved by the Contracting Officer and the Small Business Administration (SBA). NAICS codes may be appealed and must be filed within 10 calendar days after the official solicitation is released. The Office of Hearings & Appeals accepts appeals of certain SBA program decisions, such as NAICS code decisions, by e-mail at ohafilings@sba.gov and also by fax at 202-205-7059. To verify receipt of your appeal, please call the OHA at 202-401-8200 to confirm your appeal was received. 3. Question - Bobbi[,] Please note that these drawings are not complete. Will the government provide more detail? Thank you Answer - As stated in Q&A 12th Round, Question #6, posted 17 January 2013, the drawings contain certain specifications which must be adhered to, e.g., the mounting holes. The design is to be developed by offerors and is not specifically dictated by the specification, provided the offered design meets the required performance specifications. 4. Question - Ms. Baldwin, I understand about the NAICS code requirements but if we can demonstrate our ability to provide the 2 units would the government consider making this a HUB Zone or 8(a) set aside? Just exploring every angle. Thank you again and we look forward to responding. Answer - Market research was conducted as a Sources Sought Announcement/Request for Information, May 2012 and June 2012 respectively, on the Federal Business Opportunities (FedBizOpps) website. As a result of Market Research, the Contracting Officer has determined that this procurement should be set aside for small businesses in accordance with Federal Acquisition Regulations 19.502-2, and not conducted as a HUBzone or Section 8(a) set-aside.
