Description
The Department of Veterans Affairs, Network Contracting Office 7, intends to award a one year, and four (4) option years, sole-source contract to procure annual preventative maintenance on all Carefusion Devices utilized at the Ralph H. Johnson VAMC from OB Healthcare Corporation. The contractor supporting preventative maintenance on Carefusion devices shall provide: A.Vendor shall provide the following: a.Preventative Maintenance: i.Preventative maintenance will be carried out according to the manufacturer's recommendations. Preventative maintenance generally includes checking mechanical and electrical safety, lubrication, functional testing and adjusting for optimum performance as specified in the manufacture's service documentation manual. b.Remedial Maintenance: i.Vendor may provide repair service on the equipment when convenient to the Medical Center and the vendor when doing so would result in faster completion of the entire operation and lessen the impact to direct patient care. c.Replacement Parts: i.Vendor shall be provided necessary parts, and parts may be new, standard parts, or used, reworked or refurbished parts that comply with applicable performance and reliability specifications. d.Software Maintenance: i.Vendor shall provide all software maintenance and update servicing required to complete operation. Such updates to include Configuration file changes if necessary, Network Parameter file uploads, at completion: provide the Medical Center with the CQI (Continuous Quality Improvement) database in a format usable by Quality Management and Biomed. The medical center currently utilizes Alaris Medley models of Infusion/monitoring devices marketed today under the brand Carefusion. These devices are computer-controlled infusion/monitoring devices that have a Pharmacy drug file that limits nurse dosing, frequency, drug combinations and many other things. This drug file needs continual updates. This device file is specific to this medical center's drug formulary and patient protocols. No substitute update method currently exists in the medical center. Future plans will facilitate instant, wireless updating. The sheer number, frequency, testing detail and the available Biomed staff impact the delivery time in returning updated devices back to clinicians for use on patients. This Vendor offers the "Best Value" to the medical center but also the fastest turn around (four days from start). Biomed continuously supports all medical service lines daily and cannot commit the human resources needed to match this timeline. The equipment is used daily in delivering safe patient care. Delay in this update compromises the very safety system the equipment provides. Further delay may lead to additional patient incidents and/or cause cancelled scheduled procedures. NAICS Code: 811310; Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance (Size Standard $7.0m) This proposed procurement is for services for which the government intends to solicit and award with only one source in accordance with FAR 6.302-1(b)(1)(i), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to this requirement no later than September 2, 2013, 4 p.m. EDT. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
