Description
The VA Pittsburgh Healthcare System intends to negotiate on a Sole Source basis with Hi-Def Contracting, Inc., 3046 Industrial Boulevard, Bethel Park, PA 15102, to award a Contract to them under the Authority at Public Law 109-461 as codified at 38 U.S.C. 8127 (b), to provide and install Audio Video Conferencing Equipment at the VA Pittsburgh Healthcare System Learning Exchange at the HJ Heinz Facility, for the reasons stated in the attached Sole Source Justification Memorandum, in accordance with the highlighted Performance Work Statement/Commercial Services below: Statement of Work for Heinz Learning Exchange Videoconferencing Upgrade Scope of Work: "The VA will supply a Polycom HDX8000 with an Eagle Eye Camera. The system codec will be installed in the rack. The codec will be configured for IP network only. The codec will support People and Content "Install VA supplied Eagle Eye Camera on the front wall "Provide and install an Eagle Eye Camera on the rear wall "Provide and install camera shelves for both cameras "The AMX programming will be changed to support the new VTC system in the LEX and to remove the tie from the Annex Room for VTC capabilities "Programming to support audio reconfiguration of the existing system "On-Site Training: 1 session for up to 2 hours for 5 participants "Ceiling Modifications to allow for cable installations "Cutting, Patching, and Painting "All necessary electrical requirements "All necessary data requirements "Daily Clean Up and Supervision Qualifications: "This quote is based on a 30 day billing cycle "All work is to be done during daylight shifts Monday through Friday "No bonds included; can obtain for additional charge "Payment due within 15 days of invoicing Security Requirments: Contractor will be required to comply with physical security guidelines by either checking in with the VA Police each time they come on-site to perform contracted services or by obtaining a VA Contractor ID badge from the VA Police. Contractor will not have access to any VA sensitive information under this contract. Contractor owned computer equipment including laptops are not permitted to be connected to the VA network. Contractor must complete "VA Privacy and Information Security Awareness and Rules of Behavior" training in TMS. Contractor must be escorted at all times by an authorized OI&T employee while performing work in sensitive IT areas. Estimated Price $42,307 Delivery Schedule: 30 Days After Receipt of Contract/Order. Location of Work: VA Pittsburgh Healthcare System, HJ Heinz Facility, 1010 Delafield Road, Pittsburgh, PA 15215. This Notice of Intent is not a request for competitive proposals. Parties may identify their interest; accompanied by supporting literature, to the Contracting Officer no later than 4:00PM on 8/26/2013. Responses should be sent to Ronald Mazzei@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
