Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions - Neurosciences, Station Support/Simplified Acquisitions on behalf of NIDA Confocal Core Facility intends to negotiate a Purchase Order on a sole source basis with Newport Corporation, located at 3635 Peterson Way, Santa Clara, CA 95054 for the procurement of a quantity one (1) Mai Tai HP in vivo imaging system for brain reward circuit dysfunction in drug addiction. This acquisition will consist of the Mai Tai HP including the following components and manufacturer part number: quantity one (1) Upgradeable Smart Table (ST-UT2-58-12), quantity one (1) set of four S-2000 active leveling (S-2000A-423.5). The essential requirement that this acquisition will provide is a laser two-photon imaging system with a vibration isolation table to house the laser and the two-photon imaging system. The Confocal Core Facility at NIDA is charged with performing optical imaging techniques to examine neuronal dysfunction in drug addiction. The acquisition will allow the government to elucidate dysfunction of reward circuits during the development of long-term drug addiction and examine neuronal circuit dysfunction through the development of long-term drug addiction and relapse. This project is conceptually novel and technically innovative. Conceptually, the focus on neuronal mechanisms in the PFC for addiction is novel. This acquisition will allow the Confocal Core Facility microscopy approach to enable detecting subtle changes in neuronal morphology and activity that potentially underlie addiction in the same neurons of the same mice as they develop addiction and relapse. The acquisition from this Contractor is the only source with the capability to satisfy this essential requirement. This acquisition is modified to reflect an acquisition under the test program of certain commercial items - FAR 13.501 in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 12, and is exempt from the competition requirements of Part 6. This Notice of Intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
