Description
Request for Information (RFI)/Sources Sought Notice FOR INTEGRATION, TEST, AND SUPPORT OF BLUE FORCE TRACKING-2 (BFT-2) AND SOFTWARE MAINTENANCE, HARDWARE MAINTENANCE AND NETWORK OPERATIONS ENGINEERING Description: This is a request for information (RFI) / SOURCES SOUGHT NOTICE. This request is not a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. The purpose of this request for information is in support of market research being conducted by Army Contracting Command- Aberdeen Proving Ground (ACC-APG) and Program Management Office (PMO) Joint Battle Command-Platform (JBC-P) to identify potential sources and gather information on current capabilities within the market. This notice is for planning purposes only and is NOT to be construed as a commitment by the Government nor will the Government pay for information solicited hereunder. All costs associated with responding to this RFI will be solely at the responding party's expense. The United States (U.S.) ACC-APG is conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify potential Businesses that have the skills, experience, knowledge, and capabilities required to perform integration, test, and support of Blue Force Tracking-2 and software maintenance, hardware maintenance and network operations engineering. The required type of work for this effort will include (but not limited to) Contractor Support to BFT-2 System Engineering, Installation/De-Installation, Integration, Test and Training for the Joint Battle Command-Platform (JBC-P)/BFT-2 Satellite Ground Stations (SGS), Satellite Network Control Centers (SNCC), Very Small Aperture Terminal (VSAT), BFT-2 Global Network Operation Centers (BGN) Client, and Ground and Airborne Transceivers which is currently being performed under contract number W15P7T-10-D-C420. This Sources Sought requirement is for System and Management Sustainment to provide support to Operations, a designated representative, Lead Systems Engineer, and Program Operations, for operational readiness, hardware installations/de-installations, hardware/software changes, configuration management, security, and weekly reporting. The Contractor shall provide Engineering analysis and technical support to Programs, Operations personnel, and Program-related sub-Contractors to address technical issues, conduct an investigation and diagnosis of operational anomalies, and network troubleshooting. The Contractor will be required to train personnel identified by the Government to perform all tasks necessary to maintain DOD Information Assurance Certification and Accreditation Process/Risk Management Framework (DIACAP/RMF) certification and Accreditation and establish new features are they are implemented, deployed and fielded. The Contractor shall analyze, design, test and implement a system for improving the protection of customer information while it travels over the BFT-2 domain. The BFT-2 domain is defined to be the network including the BFT-2 Transceivers, the BFT-2 SNCC and all components between them. The Contractor shall support Network Engineering and Development areas of responsibility shall require that Tier3/4 support will respond to Severity Level 3 and 4 incidents per the definitions of Tier 3/4 support and the table of Incident Severity Levels 1-4. The Contractor shall train personnel identified by the Government to perform all tasks necessary to fully operate the BFT-2 network. The Contractor shall be required to maintain the SGS, SNCC and BGN Client hardware and software to meet an Operational Availability of 99.95%. Contractor shall open trouble tickets for each any event that disrupts connectivity. The Contractor shall conduct all routine hardware maintenance for each fielded SGS/SNCC/BGN Client. The Contractor shall perform software maintenance, to include requirements management, design, development, testing, documentation and application of fixes/resolution of software problems that occur in the SGS, SNCC, transceiver and/or the BGN Client in response to fixes for field-reported problems, Information Assurance Vulnerability Management (IAVM) notices, security enhancements/fixes, SGS/SNCC/BGN Client/transceiver (both Ground and Aviation) hardware/software updates, technology refresh, or other purposes as directed by the Government The Government anticipates award of a Cost Plus Fixed-Fee requirements type contract. The proposed North American Industry Classification System (NAICS) code for the future acquisition is 541330. If qualified and interested, please submit an email stating the name of your company, your interest, a Capabilities Statement, and your business size: indicating whether you are a small or large business for the purposes of the assigned NAICS code. Also, identify a company Point of Contact (POC): name, telephone number with area code, and email address. Emails are preferred. The Government Points of Contact for responses are listed below. THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP), REQUEST FOR QUOTE (RFP), OR AN INVITATION FOR BID (IFB). Reference W15P7T-13-R-0078 in all correspondence. Responses are due by 28 AUG 2013 at 4pm EST. The Government is requesting all interested and qualified firms respond to this sources sought notice with the following information: 1) Company name and Point of Contact, to include address, fax number, email and website; 2) A list of similar contracts your firm currently holds or has completed within the last three (3) years. The list of relevant contracts should only include the location, contract number, brief description/title of requirement, estimated yearly value and performance period. 3) DUNS number and CAGE code; 4) Socioeconomic Classification; 5) The following four (4) questions should be answered accordingly in your submitted response: a. Provide a brief description of the existing knowledge of the BFT2 System Design (SNCC, SGS, XCVR, etc) necessary to perform the required support under this effort. b. Demonstrate detailed knowledge/experience of the DIACAP/RMF certification and accreditation process as applicable to the BFT2 system? Provide a brief explanation on how this will be/is accomplished. c. What ability/experience do you have with providing Tier 3/4 support as it relates to the BFT2 network? d. Provide a brief detail on your company's experienced personnel that would be required to perform software maintenance of the BFT2 system software components. This Sources Sought Notice is NOT a solicitation. Rather, this Sources Sought Notice is being conducted as a Market Research method to determine all interested sources prior to formalizing our Acquisition approach.
