- This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quote (RFQ) number is N66604-13-Q-2829. NAICS is 334111. Size standard is 1000 employees. NUWC Division Newport intends to award a Firm Fixed Price (FFP) Sole Source contract to Concurrent Computer Corporation (Concurrent) for the following items: CLIN 0001 QTY 1 iHawk Computer System with HQR72-2R29C-2DZ14 CLIN 0002 QTY 1 iHawk Computer System with HQR72-2R29C-2EZ14 CLIN 0003 QTY 1 Alpha-Data, RIQ11882A-042 CLIN 0004 QTY 1 Mellanox Connect X-3 VPI Network adaptor CLIN 0005 Shipping Required delivery is as follows: ALL CLINs - No later than 8 weeks after date of contract award. F.O.B. Destination: Naval Station Newport; Newport, RI. The basis for restricting competition is that the Government developed its software application upon Concurrent's operating system. Concurrent is the sole manufacturer of the real-time simulation computer/software systems that are completely compatible and interchangeable with the Government's existing Hardware-in-the-loop simulator suite. Additionally, there are no known authorized resellers of Concurrent real-time simulation computer/software systems. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. The following provisions and clauses apply: FAR 52.212-1 Instructions to Offerors--Commercial Items; FAR 52.212-2 Evaluation-Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important; FAR 52.212-3 (Alt 1), Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions--Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and The following addenda or additional terms and conditions apply: 252.211-7003, Item Identification and Valuation. In accordance with FAR 39.204(d), an exception to Section 508 applies as this requirement does not include EIT or is exempt from 508 requirements. Offers should include price and delivery terms and the following additional information: none required. Offers for other products must contain complete product information and prices. Defense Priorities and Allocations System (DPAS) rating of UNRATED applies. Offers must be submitted to Lisa LaBelle at lisa.labelle@navy.mil. Offers must be received by 2:00 p.m. Eastern Standard Time on 22 Aug 2013. Offers received after this date and time are late and will not be considered for award.
