Description

The VA Caribbean Healthcare System (VACHS) San Juan, Puerto Rico intends to solicit a Performance Based Firm-fixed price contract for Janitorial Services. The contractor shall furnish all management, labor, material, equipment and supplies, to ensure that janitorial/custodial services are performed at the VA Caribbean Healthcare System VACHS, Mayaguez Outpatient Clinic (MOPC) & Ponce Outpatient Clinic (POPC). Each medical center and field facility shall be maintained in a state of physical and biological cleanliness which fully meets all requirements for a medical care environment and provide an environmentally safe ambience to patients, employees and visitors. The anticipated period of performance for this procurement will be from October 1, 2013 or date of award if later, through 30 September 30, 2014, plus four (4) one (1) year renewal options that may be exercised at the discretion of the Government. A Request for Proposals (RFP) for this service is estimated to be released on or about August 20, 2013 with an estimated closing date of September 16, 2013. Solicitation Package will be posted on https://www.fedbizopps.gov. Solicitation will be conducted on a competitive basis using a 4-Tier cascading set-aside procedure as follows: First (1st) Tier: Service Disabled Veteran Owned Small Businesses (SDVOSB), Second (2nd) Tier: Veteran Owned Small Businesses (VOSB) Third (3rd) Tier: Small Disadvantaged Business (SDB) to include: 8(a) program; HUBZone program participants and Women Owned Small Business (4th) Tier: All Other Small Businesses. Cascading process will be used in conjunction with FAR Part 15.101-1 Tradeoff process. Cascade to lower tier will be conducted if inadequate competition occurs. Award will be made at higher possible tier with adequate competition. Policies and procedures of FAR Part 12, Acquisition of Commercial Items, in conjunction with the policies and procedures for evaluation and award prescribed in FAR Part 15, Contracting by Negotiation will be used. Selection of the proposal that represents the best value for the Government will be done using the Tradeoff Source Selection Process. The RFP VA-248-13-R-2430 North American Industry Classification (NAICS) code for this procurement is 561720, and the size standard $16.5M. Only offerors from firms regularly established in businesses providing this type of service will be considered by the agency. This solicitation will be available in electronic format ONLY. Dissemination is limited to electronic media and the VA WILL NOT PROVIDE HARD COPIES. Interested offerors may obtain an electronic copy of the solicitation free at the URL address. Once the solicitation is posted, offerors are advised that they are responsible to review and monitor this solicitation in the website frequently to ensure they have the most up to date information about this acquisition. Offerors are advised that they are responsible for obtaining/acknowledging all corresponding amendments.
