- Components & Serial numbers This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-13C-1639307, a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69 dated August 1, 2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside, however small, small disadvantage, minority, veteran owned, and HUB zone companies, etc., are encourage to submit quotes. The associated North American Industry Classification System (NAICS) Code is 811219, which has a size standard of $19.0 million. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis from Beckman Coulter a renewal one (1) year total plus support agreement for the following piece of scientific equipment and components: 1) Biomek FXP Dual Multichannel Span-8, serial number A318440129. See attached list of components and their serial numbers. Beckman Coulter is the manufacturer of the combined instrument, and is, therefore, the only qualified company who can perform said support agreement. The contractor is responsible to guarantee the requisite parts, inventory, technical expertise (including factory trained and certified service engineers), and availability for servicing in a timely manner. The objective is to minimize downtime to allow the lab to perform critical daily experiments crucial via Beckman Coulter instrumentation. This piece of scientific equipment is located in a BSL-3 Facility, which Beckman Coulter has the authorization and qualification to enter the facility. The period of performance will be one (1) year from date of award. Place of performance Bethesda, Maryland 20892. Award will be based on the following: 1) capability to meet the required specifications, 2) price, and 3) delivery. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Origin. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation - Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found online at System for Award Management (SAM) https://www.sam.gov. By submission of an offer, the Offeror acknowledges the requirement that a prospective Awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in SAM will make an Offeror ineligible for award.] Copies of the aforementioned clauses are available upon request by telephone to Robin White at (301) 402-2282.
