Description
The United States Army Contracting Command, Aberdeen Proving Ground, Maryland 21005, intends to solicit and award a Sole Source, three year, Cost Plus Fixed Fee, Indefinite Delivery Indefinite Quantity type contract in accordance with FAR 6.302-1, Only One Responsible Source. The Government intends to procure repair services of the AN/ARC-231, Multi-mode Aviation Radio System (MARS). The anticipated effort is intended to be Sole Source to Raytheon Corporation, 1010 Production Road, Fort Wayne, Indiana. The AN/ARC-231, (MARS), which is a multi-mode radio that provides Line of Sight (LOS) and Non Line of Sight (NLOS) communications on Army Aviation platforms. This capability includes secure/non-secure two-way voice and data communications over the 30-512 MHz frequency range. The ARC-231 radios provide the ARC-164/KY-58 (HAVEQUICK) UHF waveform, ARC-186/KY-58 (AM/FM and Air Traffic Control) VHF waveform, UHF Military SATCOM, and Civil Land Mobile Radio (LMR) portion of the JTRS Interim Radio requirement. The AN/ARC-231 also is capable of limited SINCGARS functionality. The AN/ARC-231 is required for successful accomplishment of airborne combat missions, and is used in all front-line Army aircraft platforms, including the AH-64D Apache, CH-47F Chinook, and UH-60M Black Hawk helicopters. Raytheon is the original equipment manufacturer of the MARS and its components and is the only known source that possesses the expertise and knowledge to produce and repair the MARS components. The contract requirements will include the RT-1808A, NSN 5821-01-500-4770 and its associated Circuit Card Assemblies (CCAs): the RT Modem, NSN 5998-01-567-8222, the RT Guard Pre-Selector, NSN 5998-01-567-9641, the RT Power Supply, NSN 5998-01-567-9556, RT ICS Interface CCA, NSN 5998-01-567-4829, RT COMSEC Module, NSN 5998-01-567-6943, RT Red 1553 CCA, NSN 5998-01-567-4855, RT Controller CCA, NSN 5998-01-567-8784, RT Battery CCA, 5998-01-567-8307, RT Synthesizer CCA, NSN 5998-01-567-8174, RT RF/IF CCA, NSN 5998-01-567-9319, RT TX Driver CCA, 5998-01-567-9324, RT Transmitter CCA, NSN 5998-01-567-9548. Requirements also include the C-12601 Remote Indicator NSN 5821-01-503-3799, C-12608 Fill Panel, NSN5821-01-503-3800, C-12609 Fill Panel, 5V, NSN 5895-01-554-6073, the AM-7565 RF Amplifier NSN 5996-01-503-8589, AM-7566 Pre-Amplifier NSN 5996-01-503-8094, AM-7566 Power Supply CCA, NSN 5998-01-568-8110, the CY-8932 KAB Box (Standalone) NSN 6160-01-554-5099, MT-7166 Mounting Base NSN 5975-01-504-7745, MT-7168 Mounting Base NSN 5975-01-504-7746, and AM-7529 Radio Frequency Amplifier NSN 5996-01-506-9366. The Government does not possess a Technical Data Package (TDP) for the MARS. The technical data for this item is proprietary to Raytheon: Consequently, any source other than Raytheon would have to conduct reverse engineering efforts in order to design components that would operate with the MARS. The NAICS code for this procurement is 541990. The solicitation number assigned to this effort is W15P7T-13-R-E032.
