- The U.S. Department of the Interior, Interior Business Center (IBC), Acquisition Services Directorate (AQD), intends to negotiate and award a commercial, sole source, fixed price and labor hour hybrid, bridge contract for Oracle Federal Financial (OFF) Client Agency Engagement Activities / OFF Implementation/Integration Proposal Preparation activities; Implementation/Integration Execution (11 specific implementations); OFF Applications Operations and Maintenance which includes a continuity of services clause FAR 52.237-3, to APG INTEL, LLC, 100 N. Glebe Road, Arlington VA 22201-4797 pursuant to 10 U.S.C. 2304(c)(1) and the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. The following IBC OFF support services are necessary during the break in services between the expired Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle N08PC10449, which expired July 31, 2013 and the in-process, recompete, a small business set-aside solicitation (RFP D13PS00230) for similar services which closed on July 12, 2013 and is anticipated to be awarded November 2013. 1) Client Agency Engagement Activities and OFF Implementation / Integration Proposal Preparation 2) Support for OFF Applications Operations and Maintenance (O&M) Additionally, the incumbent, APG Intel LLC (APG) during performance of the expired IDIQ contract N08PC10449, provided the technical expertise and solution for IBC Oracle OFF implementation capture and proposal preparation. There are 11 proposals that have been provided to Federal requiring activities for which implementation capture have not been ordered. These proposals are based upon the technical solution and pricing developed by APG. Therefore, in order to fulfill the full OFF client capture life cycle for the resulting Oracle implementation, the incumbent, APG will be required to support any resulting OFF implementation captures, as the technical and price solution is proprietary to APG, and no other vendor can support APGs proposed solutions. The number of implementation capture actions to be exercised and supported by APG under this contract will not exceed 11 implementations. Any questions regarding the requirement must be submitted in writing via email to shanda_georg@ibc.doi.gov no later than 11:00am EST, August 26, 2013. A determination by the Government not to compete this proposed bridge contract based upon responses to this notice is solely within the discretion of the Government. There will be no solicitation posted.
