- Nez Perce-Clearwater NF will be soliciting for Mining Contract Cultural Resource Survey - Solicitation # AG-02RC-S-130. Solicitation should be posted week of 8/26, with a closing date of approximately 20 days after advertisement. Award will be made based on availability of funds after fire transfer 1. DESCRIPTION OF WORK 1) Perform a cultural resource inventory of 13 survey parcels (approximately 1,100 acres total) utilizing 30-meter, or less, pedestrian transects. The purpose of the contract is to provide cultural resource baseline data for a variety of small-scale mineral exploration projects that will occur within each survey parcel. The results of the survey will be used by the Forest Service to assess the nature and extent of historic properties of those individual project areas to better facilitate project development and lesson potential impacts to cultural properties upon project implementation. The Forest Service will use the final deliverables resulting from this contract to consult with the Idaho SHPO concerning the mineral exploration projects. 2) Formally record any new cultural properties found within the survey parcels, and re-record/update 11 existing sites (Table 1). Evaluate all existing and newly identified cultural properties for their National Register eligibility, and report each on an Archaeological Survey of Idaho site form. Be advised that almost all of the survey areas will likely have mining related cultural properties present. Thus, it should be expected to encounter a high site density per acre surveyed ratio. Specifically, the large Florence parcel (approximately 875 acres) is located within the Florence Basin. This parcel is located approximately ½ mile northeast of the historic mining townsites of Old Florence (1861) and New Florence (1896). Mining has occurred almost continually within this larger area since 1861. While the parcel (and others within the vicinity) are outside of the commercial/residential areas of the townsites, the bidder should expect a very high site/feature density with a multitude of mining related feature types guaranteed to be found. Contractors should expect potentially complex site boundary delineation scenarios. Table 1. Maps associated with such reports will show areas surveyed separately from maps showing site locations (two different maps within the inventory report). Reports will avoid references to Class I, II, III style jargon. The final reports shall be bound (no three-ring binders). Because of low-light and/or snow conditions which may hamper ground visibility, no field work will be accepted that occurs between November 15 and April 15. No permanent datums (such as steel rods or bridge spikes) shall be used to mark site locations. No collecting of artifacts is authorized under this contract unless the Principal Investigator determines them to be in imminent danger of destruction. No archaeological excavation is authorized under this contract. The contractor shall meet the qualifications found in Appendix A of 36 CFR Part 61. It should be noted that the project is located in various mountainous environments that may require walking distances over steep, rugged terrain. Access to the 13 survey parcels is variable (see table 2). Many roads used for final access to the actual survey parcels from the nearest maintained Forest Service road may be poorly developed pathways utilized by miners. Thus, there may be a template to drive on, but that template may be rocky, steep, rutted, narrow, outsloped, brushed-in, or otherwise unsuitable for standard wheel-base vehicles. The use of ATVs is highly recommended if foot travel is not preferred. Do not make/build your own ATV road to access survey parcels. If no road/ATV trail exists then the contractor will need to walk to access the survey parcels. Gate permits can be obtained from the Red River Ranger District office in Elk City, Idaho. No gate permits will be issued for the October 10th through November 1st time period (2013). 2. PROJECT LOCATION Thirteen locations spread across both the Salmon River and Red River Ranger Districts of the Nez Perce - Clearwater National Forest (see enclosed maps).
