- The Nez Perce-Clearwater Natrional Forest is planning to solicit for a Cultural Resource Survey - Dutch Oven Analysis Area - Solicitation # AG-02RC-S-13- 0131. Solicitation should be posted the week of 8/26, will close approximately 20 days later 1. DESCRIPTION OF WORK 1) Perform a cultural resource inventory of 1,278 acres utilizing 30-meter, or less, pedestrian transects. The ultimate purpose of the contract is to provide 36 CFR 800 concurrence from the Idaho SHPO for a future fuels reduction project. The specifics of that project are not yet known, however, the current survey will be used by the Forest Service to assess the nature and extent of historic properties of the greater analysis area to better facilitate project development and lesson potential impacts to cultural properties. Once a formal project proposal is available the Forest Service will use the final deliverables resulting from this contract to consult with the Idaho SHPO. 2) Formally record any new cultural properties found within the survey parcels, and re-record/update 10 existing sites (Table 1). Evaluate all existing and newly identified cultural properties for their National Register eligibility, and report each on an Archaeological Survey of Idaho site form. Be advised that the greater project area is home to mining related cultural resources which may be located on the landscape outside of traditional high-probability landforms. Table 1. Maps associated with such reports will show areas surveyed separately from maps showing site locations (two different maps within the inventory report). Reports will avoid references to Class I, II, III style jargon. The final report shall be bound (no three-ring binders). Because of low-light and/or snow conditions which may hamper ground visibility, no field work will be accepted that occurs between November 15 and March 15. No permanent datums (such as steel rods or bridge spikes) shall be used to mark site locations. No collecting of artifacts is authorized under this contract unless the Principal Investigator determines them to be in imminent danger of destruction. No archaeological excavation is authorized under this contract. The contractor shall meet the qualifications found in Appendix A of 36 CFR Part 61. It should be noted that the project is located in a mountainous environment that may require walking long distances over steep, rugged terrain. A map is included which shows roads administratively open to motorized travel. It is not uncommon, however, to find the driving conditions of such roads to be poor (brushed in, eroded etc). The contractor will use discretion in such instances. User-created ATV routes should not be considered routes open to standard wheel-based vehicles. Roads which are administratively closed via a swinging gate may be used for access upon being issued a permit by the Red River Ranger District located in Elk City Idaho. No gate permit will be available for the October 10th through November 1st timeframe (2013). Some roads with an administrative closure may only be open to ATV travel. The permit is not a blanket permit for the project area. Rather, the contractor will be required to specifically identify which administratively closed roads (based on their own reconnaissance) that are otherwise passible are needed to perform their work. 2. PROJECT LOCATION The approximate center of the project area is 7 miles west of Elk City, Idaho.
