- This Sources Sought is being issued for planning purposes only and it is not a solicitation or pre-solicitation. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. THE DEPARTMENT OF THE ARMY WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES IN RESPONDING TO THIS SOURCES SOUGHT. The General Support Contracting Center in Afghanistan is seeking contractors who are capable of providing the items or products according to the following paragraph: The Contractor shall furnish all personnel, labor, tools, equipment, transportation, and materials necessary to provide portable, supplementary oxygen systems for use in rugged terrain and harsh environments at high altitudes (10,000' MSL and above). These systems include, but are not limited to, 2.8 liter oxygen cylinders, refilling adapters, carrying cases, face masks, nasal cannulas, and associated hoses, gauges, and equipment for full operational use. Systems must allow an un-acclimatized person to operate up to 18,000' MSL for up to 16 hours; have up to 11 (eleven) pulse demand settings; be equipped with an emergency constant flow setting; be U.S. Department of Transportation (DOT) approved; have oxygen cylinders with a minimum working pressure of 3,000 PSI; and have oxygen cylinders with a weight of 2,850 grams or less when full. All work shall be performed in accordance with, and conform to the terms, standards and conditions of manufacturer's recommendations and commercial industry standards. A purchase order is to be established for this requirement. A firm-fixed price type contract is contemplated. AT A MINIMUM, THE FOLLOWING INFORMATION IS REQUIRED: (a) A positive statement of your intention to bid on this contract. (b) Company business size, DUNS #, Cage Code, Tax ID, and Point of Contact information. (c) Capability Statement All of the above information must be submitted in sufficient detail for a decision to be made on availability of interested businesses. Failure to submit all information requested may result in a contractor not being considered as an interested vendor. The applicable North American Industry Classification System (NAICS) code is 325120 with a small business size standard of 1,000 employees. It is anticipated the solicitation will be issued electronically on the Federal Business Opportunties web page at http://www.fbo.gov Paper copies will not be available. IF and when the solicitation is posted, it is incumbent upon the interested parties to visit this site frequently for any updates/amendments to any and all documents. All prospective contractors must have a current and valid CAGE code and DUNS number in order to be eligible for award.
