- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation W911SR-13-VALVES is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-69. The Government intends to award a single award, Firm Fixed Price Contract for the Ball and Check Valves described below. Offerors are required to provide a copy of their representation and certifications as required by FAR clause 52.212-3. This combined synopsis/solicitation is issued as a 100% Small Business Set Aside. The NAICS code for this solicitation is 332911 and the size standard is 500 employees. DESCRIPTION OF ITEMS/STATEMENT OF WORK Contract Line Item Numbers (CLINs): CLIN 0001: Ball Valves 1.5 inch; Quantity 24 each -Contractor shall deliver twenty-four (24) one inch and a half inch Ductile Iron body PFA lined full port ball valve that meets the following specification requirements: a. Bodies are ASTM A395, b. All flanges are ANSI 816.42/*16.5-150#, c. All levers are locking, full port d. 1 inch Teflon (PFA) Lined Ductile Iron full port ball valve with PFA encapsulated ball. e. Lever operated 150 # flanges f. Length is 6.5 inches (1/100) CLIN 0002: Ball Valves 3 inch; Quantity 3 each -Contractor shall deliver three (3) three inch Ductile Iron body PFA lined full port ball valve that meets the following specification requirements: a. Bodies are ASTM A395, b. All flanges are ANSI 816.42/*16.5-150#, c. All levers are locking, full port d. 1.5 inch Teflon (PFA) Lined Ductile Iron full port ball valve with PFA encapsulated ball. e. Lever operated with 150 # flanges f. Length is 8 inches (1/100) CLIN 0003: Check Valves 1 inch; Quantity 12 each -Contractor shall deliver twelve (12) one inch Ductile Iron body PFA lined full port check valve that meets the following specification requirements: a. Bodies are ASTM A395, b. All flanges are ANSI 816.42/*16.5-150#, c. All balls are Teflon or coated (PFA or PTFE) d. 1 inch Teflon (PFA) Lined Ductile Iron full check valve. e. Length is 5.98 inches (1/100) Option CLIN 0004: Ball Valves 1 inch; Quantity 170 each -Contractor shall deliver one hundred seventy (170) one inch Ductile Iron body PFA lined ball valve that meets the following specification requirements: a. The offeror shall enter firm fixed unit prices for each priced CLIN (i.e. CLINs 0001 thru 0003 and 0004 thru 0010). All unit prices proposed shall be binding. Award will be made to the Small Business offeror whose proposal provides all of the items identified above and represents the lowest total evaluated price. The total evaluated price will be based on adding the total price for the base requirement (CLIN 0001 through CLIN 0003) to the total price for the option (CLIN 0004 through CLIN 0010). Offerors failing to submit unit prices for all priced items shall result in their proposal being considering unacceptable and the Government shall reject the proposal. The Government anticipates utilizing price analysis in determining the proposed prices fair and reasonable. The Government reserves the right to request other than cost and pricing data and conduct cost analysis should it be needed to determine the proposed price fair and reasonable.
