- Registration Instructions The Northern Facilities Construction CMT of the United States Postal Service is soliciting proposals to upgrade the HVAC System at USPS owned Bridgeport Main Post Office, 120 Middle Street, Bridgeport, CT 06602-9998. Estimated cost of the work is between $1,000,000 and $2,000,000 with construction completion no later than two hundred forty (240) calendar days after receipt of the Notice to Proceed. The solicitation will open August 15, 2013 on USPS eSourcing Emptoris (see How to Participate below) and close on September 11, 2013. There will be a pre-proposal meeting for this project on Wednesday, August 28 at 11:00 a.m., on site. Attendance is not mandatory but is strongly recommended. Technical inquiries are to be addressed to Evelyn Cole Smith, Architect/Engineer, CME Architecture, Inc. at (860) 928-7848, or the USPS Project Manager, Louis Sanchez at (914) 697-7073. The Postal Service bases contract award decisions on best value. Offerors should review the entire solicitation to ensure all requirements are understood. MINIMUM REQUIREMENTS: Years in Business: Proof of having been in the construction business for a minimum of 5 consecutive years. Experience: Two examples of comparable projects as defined on form under Solicitation Attachment 21: Experience Profile. Management Plan: Include items listed under Solicitation Attachment 12, Management Plan. Company Health & Safety Plan: Please reference Solicitation documents for specifics in completing the plan. Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project within seven (7) calendar days of receipt of a Notice of Intent to Award. Contractor will be responsible for coordination of all work in a manner that will not interfere with operations and coordinate all work related to this phased project with the Postmaster or designee. The successful offeror will be required to submit progress photo(s) with any payment request. HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted online in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation platform. If your organization wishes to participate in this solicitation, please see the attached Emptoris registration instructions. Once a supplier completes the registration process, the Postal Service will review the entry within three (3) business day to ensure it is complete and accurate. Upon approval, the supplier will be notified via e-mail of their log-in credentials. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened. Each organization must "accept" the Invitation in order to place a bid in Emptoris. Any required documentation may be attached to your bid after submitting total dollar amount of bid in Emptoris. CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
