Description
AMENDMENT A0002 THE PURPOSE OF THIS AMENDMENT IS TO CORRECT THE QUANTITY TITLE FROM 22 TO 29 UNDERWATER LED. THE CORRECT QUANTITY IS SHOWN IN THE BODY OF THIS ANNOUNCEMENT The National Oceanic and Atmospheric Administration (NOAA), and Ocean Exploration and Research (OER) intends to award a purchase order for twenty two (22) Underwater LED lights to add to the exising lights the Government already owns for this application. The items seeking are for new components and spares related directly to equipment already manufactured by, DeepSea Power & Light or one of their sales representatives, by NOAA's Office of Ocean Exploration. The unique specifications of the items requested are included as an attachment to this document. The item part number, description, quantity required and total cost is listed below: Manufacturer's Part Number: 712-029-201-0A-05 Manufacturer's Description: SLS-6000U-W60-F-MCBHRA3MPSS-UNIHIGH -AL-N/A. SeaLite Sphere with Aluminum Housing Rated to 6000 Meters. White LED's. Must have the "Universal Driver" with voltage power input range between 90-250 VAC. Qty. Description 11 LED Lamps shall have a 75 degree beam angle reflector with a SubConn MCBHRA3MPSS electrical connector installed. 18 LED Lamps shall have a 38 degree beam angle reflector with a SubConn MCBHRA3MSS electrical connector installed. Prerequisites: • Proof of significant successful past performance building the same or similar LED Lighting • Proof of significant past performance in the successful design and operation of the same lighting type used in the deep ocean environment will be required before bid acceptance. • Acceptable delivery schedule. The consequences to the Government if we were to change in the entire lighting system on the vehicles to accommodate a different brand of LED lighting would be substantial. 1. The Government would have to retire ~ $45,000 worth of lighting. 2. The Government's swing arms would have to be re-designed to accommodate a different type of light configuration. ~ cost would $25,000 - $28,000. 3. There would have to be changes made to the Government's subsea transformers and our electronics bottles. ~ cost would $15,000-$20,000. 4. All new mounting brackets would have to be designed and installed. ~ cost would be $5,000 - $6,000. 5. All new cabling would have to be purchased and installed. ~ cost would be $8,000 - $10,000. At the conclusion the Government we would be settling for an inferior product in the end. This is a small business set-aside. The NAICS code for this action is 339125. Size standard not to exceed 500. This requirement is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. The Eastern Region Acquisition Division (ERAD), requires that all contractors doing business with the government must be registered with the Systems for Award Management (SAM). No award can be made unless the vendor is registered in SAM. For additional information and to register in SAM please access the following website: http://www.sa,.gov/. In order to register with the SAM and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. The Government now requires all contractors submit their Certification and Representation thru the Systems for Award Management (SAM). The SAM is the single source for vendor data for the Federal Government. Contractors should go on-line at www.sam.gov. Award will not be made to any contractor that is not registered in SAM.
