- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, RFQ-PA-13-00027, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 423830 and the small business size standard is 500 employees. The following commercial items are requested in this solicitation: -Portable E-BAM Beta-Attenuation Mass Monitor with internal 10-channel data logger, tripod and weatherproof case, pump, PM-10 inlet, temperature sensor, flow control, filter temperature, filter pressure, and calibration membranes, operates with Air Plus software, simple installation - only basic tools required, power 12-volt DC or AC - Qty: 4 -PM 2.5 Inlet Adapter for E-BAM- Qty: 4 -Weatherproof power supply for E-BAM - Qty: 4 -Wind speed/direction sensor for E-BAM - Qty: 4 -Ambient Relative Humidity (RH) sensor for E-BAM - Qty: 4 -Air Plus Software for E-BAM - Qty: 4 -Manuals and Calibration Certificates - Qty: 4 -Filter Tape - Qty: 20 rolls -Zero Calibration Adapter - Qty: 1 -Calibration Inlet Adapter - Qty: 1 -Calibration Kit - Qty: 1 -Basic Service Tool Kit - Qty: 1 OR EQUAL CHARACTERISTICS: Portable Attenuation Mass Monitor for particulate matter (PM) 10 and 2.5 micron particles. The equipment shall be portable, provide real-time data through both digital and analog outputs as well as direct field reporting, incorporate real-time weather sensors, be weatherproof, and allow for rapid deployment in emergency response situations. Items are to be shipped 30 days from award to USEPA Region 3, 7 Chelsea Pkwy, Suite707, Boothwyn, PA 19061. The following provisions and clauses shall apply to this RFQ: FAR 52.204-7 System for Award Management. FAR 52.211-6, Brand Name or Equal. FAR 52.212-1, Instructions to Offerors Commercial Items. Award will be made to the lowest price, technically acceptable offer.
