Description
The North Regional Contracting Office (NRCO) seeks information on commercial HUBZone vendors that are capable of providing Next Generation Workflow (NGWF) for the Military Health System (MHS). Small businesses in the following categories are encouraged to respond: HUBZone. When responding, please submit capability statements by 27 August 2013. In 2009 the Air Force Medical Support Agency (AFMSA)/SG6 realized the difficulty of deploying and integrating IT products in the MHS. Armed Forces Health Longitudinal Technology Application (AHLTA) is the electronic medical record for the MHS, and had low user satisfaction. There was no clinical decision support in AHLTA, nor were the evidence based screening or severity measures. Compliance with clinical practice guidelines (CPG's) was erratic and often had a low entrance into the clinical setting. Policy, IT services, workflow, education and clinical operations were all parts of a successful IT integration, yet these were quote mark stovepiped quote mark across various Air Force Medical Agencies. To address this issue and cut across these barriers, AFMSA created the Workflow Division. This group of clinicians with IT expertise was able to create programs that included all of the fore mentioned components and empowered clinicians at the point of care. Seeing the importance of working across the MHS, the AFMSA Workflow Division reached out to the Army and the Navy and formed the TSWF team. This group of clinicians from all three services work together to create IT solutions in a standardized manner to actualize evidence based medicine at the point of care. The TSWF is the standard documentation tool for primary care across all three services. It is the only group who delivers evidenced based clinical decision support at the point of care in AHLTA. The TSWF group has been shown through research to be able to increase rates of screening for depression in the clinical setting, coding accuracy, compliance with Joint Commission inspection items, reimbursement and readability of notes. With the increasing amount of clinical data that is available through health information systems, caring for patients has become dependent on being able to utilize vast amount of information in a useful way. Clinicians must not only be able to utilize new information systems, but engage the patient in data capture and integrate their clinical team to perform at the highest level of their licensure. Making data available in a meaningful way at the point of care is a difficult task, and is what is referred to as quote mark Workflow. quote mark It is Workflow that allows us to maximize the talents of every member of the medical team and deliver world class care to our patients. Workflow is the quote mark how, who, when and where quote mark of data management. Commanders on the battlefield know the importance of having the right intelligence at the right time. Medical providers need the same to deliver optimal care for our patients. The Tri-Service Workflow (TSWF) team has developed programs and methodologies that apply state of the art Workflow principles into military medicine. Due to their success, multiple groups within the DoD have requested services from the TSWF team. The MHS is seeking contract support to continue the efforts of the TSWF team. The contract employee will work in conjunction with other health care providers, professionals, and non-contract personnel. The contract employee shall provide services of the nature and scope described in this Performance Work Statement (PWS). After results of this market research are obtained NRCO may conduct a competitive procurement and subsequently award a Contract. If at least two responsible, qualified respondents are classified as small business described herein, then any competitive procurement solicited by NARCO will be done as a small business set-aside. NRCO is seeking responses from socio-economic disadvantaged small business concerns for this Sources Sought. Small businesses are defined under the associated NAICS code for this effort, 541512, as those domestic sources having $25,500,000 million or less in annual revenue. Companies that can provide the NGWF service are requested to email a detailed report describing their abilities to katherine.a.rowe4.ctr@mail.mil no later than the response date for this sources sought notice. The report should include achievable qualifications and any other information relevant to your service or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company, POC name, phone number, address and email address; 2. NAICS code; 3. Descibe the experience your company has in managing similar program(s). 4. Any other relevant information that is not listed above which the Government should consider in developing its minimum requirements and finalizing its market research.
