- The Peace Corps is planning to use other than full and open competition to award ‘lyndaEnterprise' license services for performance period of 09/27/2013-09/26/2014. Accordingly, the Peace Corps intends to award a contract to Lynda.com, 6410 Via Real, Carpinteria, CA 93035 for the purpose of providing agency-wide unlimited 24/7 access to Lynda.com training videos for Peace Corps employees. The proposed contract action is for subscription service for which the Government intends to solicit and negotiate with only the above designated source under the authority of FAR 13.106-1 (b) (i). The estimate cost of the service is $60,000.00. This notice of intent is NOT a request for competitive proposals. However, all responsible sources may submit a proposal which may be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received may be considered solely for the purpose of determining whether to conduct a competitive procurement. The unique approach that online training which no other vendor can fulfill the requirement is as follows: • Experts, not script readers: All Lynda.com courses are taught by experts rather than by narrators who contribute nothing more than the ability to read a script. Lynda.com training is provided by working professionals who, as leaders in their field, bring both expertise and enthusiasm to their training. • Bite-sized content: Each of Lynda.com's 1,400 courses is broken into chapters and each chapter is broken into bite-sized video tutorials that are only a few minutes long. Users can quickly browse the table of contents of the course to find precisely the topic they are seeking. • HD Video, not slide-ware: All Lynda.com courses are shot in high-definition video and captured in real time. Instead of the static screenshots offered by most on-line trainings, Lynda.com courses offer full-motion screen capture combined with the latest audio-visual techniques to highlight what is being taught. Many of their courses also feature live-action, HD video of the trainer in action. The result is much more engaging and compelling improvement over the "slide-ware" technology offered by most companies in the training business. • Broadcast-quality production values: All courses at Lynda.com are shot in broadcast-quality, high-definition video and audio. • Breadth of course library offerings: Through lynda.com, instead of signing up for a single course, or a handful of courses, users will have access to their entire library of courses at no extra charge. • Enterprise-wise fee structure for all access: Lynda.com provides unlimited access to all of their trainings and tutorials across any topic available. Currently, they have more than 1,400 courses and they are adding approximately 300 new courses every year. When Lynda.com adds a new course, their customers have access to that course at no additional charge. • Support for Windows, Mac, and Linux: Most training vendors specialize in training on applications that run on a single operating system, such as Windows, Mac OS, or Linux as well as the mobile operating environments of iOS and Android. • Mobile support: Lynda.com online training can be viewed on almost any browser-equipped device, including desktops, laptops, smart phones, and tablets, as long as the device supports HTML 5. They even offer dedicated apps for iPhone and iPad (and an Android-supported app is coming soon). • Up-to-the-minute training: Information and guidance are provided to subscriber for new release of technical software. • Thinnest Possible Client (TPC): Lynda.com doesn't require new software or plug-ins. It doesn't even require users to enable Java. It works with a wide range of browsers across a wide range of platforms, without requiring any Lynda.com-proprietary software or plug-ins to be downloaded.
