- Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic intends to award a sole-source contract to TECSys Development, Inc. (TDi), 1600 10th Street, Suite B, Plano, TX 75074. The contract will acquire, on a sole source basis, TDi ConsoleWorks software licenses with software upgrades and technical assistance. Also included in the procurement will be the renewal of maintenance and support for software purchased under contract W81XWH-12-C- 0283. This software application will be used in the Defense Medical Information Technology (DefMed IT) systems servers/operating systems at a total of 122 sites; including 109 Military Treatment Facilities and 12 DefMed sites. Because they are the developer and owner of the unique ConsoleWorks software and all associated licensing rights, TDi is the only source capable of furnishing the required licenses. As such, they are also the only source authorized to provide the software upgrades and technical assistance required. A Commercial, Firm-Fixed-Price type contract is anticipated. The period of performance will be one base year and four option year periods. The estimated value of this contract is $2,200,000. The authority for soliciting other than full and open competition is 10 USC 2304 (c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) code is 511210, with an applicable size standard of $35.5 million. This notice of intent is NOT a request for competitive proposals. Any response to this notice is due in writing within five (5) days of the date of this publication, and shall include sufficient information to establish capability to fulfill the requirements.
