- Description
- The Centers for Disease Control and Prevention (CDC), Agency for Toxic Substances and Disease Registry (ATSDR) intends to award a sole source firm-fixed price contract to Environmental Systems Research Institute Incorporated (ESRI), 380 New York Street, Redlands, CA 92373. The contract will be for a base year of 12 months. The purpose of the acquisition is to acquire an enterprise Geographic Information System data product and support to interface with the ATSDR Geospatial Research, Analysis and Services Program (GRASP). The statutory authority for this sole source acquisition is in accordance with FAR Part 13.106-1(b) (1) - only one source reasonably available. GRASP is on the forefront of the use of geographic information system (GIS) science and technology for public health applications. Activities include demographic analyses, medical geography, exposure assessment and contaminant modeling. GRASP is an integral component of CDC's Emergency Operations Center. This procurement will enable GRASP to license the use of an extensive nationwide geographic information system data product that includes a variety of GIS data layers of the United States, e.g. Including roads, cities, political boundaries, physical features, places, railroads, census boundaries, parks, schools, fire departments, police departments, and hospitals. These data layers are required for GRASP to perform complete and accurate analyses of public health issues such as disease dispersion, environmental health, health care accessibility, and emergency preparedness and response. CDC believes that Environmental Systems Research Institute, Inc. is the only source that offers the GIS data product and the professional and technical services which meet the GRASP requirements. Specifically, CDC believes that ESRI is the only source which can meet all of the following key requirements: 1. ESRI, Inc. is the developer of the Spatial Database Engine (SDE) GIS database technology that GRASP uses, and thus, ESRI is best equipped to structure the GIS data product in a manner that enables GRASP to integrate it efficiently into the GRASP GIS Data Warehouse. 2. ESRI, Inc. is equipped to provide the GIS technical and professional services that adhere to the latest GIS database standards, GIS software formats, and database connectivity options. 3. ESRI, Inc. has relationships with all the largest GIS database producers, and thus, has the capability to provide the GIS data product that best meets GRASP complex and evolving needs. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to Environmental Systems Research Institute (ESRI). CDC believes that ESRI is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement.
