Please populate and return this capabilites statement if able to meet the requirement described. SOURCES SOUGHT SYNOPSIS The United States Air Force, Wright-Patterson Air Force Base, Ohio is seeking potential sources to provide a Human Systems Integration Subject Matter Expert (SME) to develop, test, deliver, train-the-trainer(s), and/or teach the courses described below. The purpose of this service is to support the Air Force Institute of Technology, School of Systems and Logistics, Department of Systems and Software Engineering (LSS) educate the acquisition community on the importance of considering and integrating human factors when developing and acquiring Air Force systems. This Sources Sought Synopsis is published for market research purposes to identify potential capable sources and to assist the Air Force in making a small business set-aside decision. The Air Force anticipates a sole-source acquisition for a Fixed Price contract. Firms should respond to this notice if they can provide the following: 1. Background: The Air Force Institute of Technology, School of Systems and Logistics, Department of Systems and Software Engineering (LSS) has a faculty requirement for a systems engineering program manager to lead a human systems integration curriculum. This requirement is a result of an emphasis within the Air Force on educating the acquisition community on the importance of considering and integrating human factors when developing and acquiring Air Force systems. AFIT/LSS has entered into an agreement with the Air Force Human Systems Integration Office to provide a curriculum of courses to meet this requirement. This contract position was created to allow AFIT to fulfill that agreement. 2. Period of Performance: The work will be performed at AFIT during 4 September 2013 to 3 September 2014. 3. Tasks: The contractor shall participate as a team member to develop, test, deliver, train-the-trainer(s), and/or teach the following: 3.1. SYS 169 - Introduction to Human Systems Integration Course Description: This course will introduce acquisition professionals to Human Systems Integration across the system lifecycle. There is currently limited understanding of HSI beyond human factors. This course will address all nine HSI domains and answer the questions: "Why?"; "What?" and "Who?" of Human Systems Integration (HSI). Course Objectives: This course will help students to: 1. Understand the fundamental concepts of HSI; 2. Understand the individual roles of various functionals across the system lifecycle for HSI 3.2. SYS 269 - Intermediate Human Systems Integration Course Description: This course will build upon the foundational knowledge from SYS 169 Introduction to Human Systems Integration (HSI). It will help students comprehend the role of an HSI practitioner within each lifecycle phase by answering the questions: "How?" "When?" and "Where?" for HSI. Course Objectives: This course will help students to: 1. Understand the role of HSI as a Systems Engineering process; 2. Understand how HSI is applied across the entire system life cycle; 3. Understand tools that can be used to apply HSI considerations across the system life cycle. This course is taught at various locations. There will be a maximum of 12 trips; however, not all 12 trips may be necessary. A sample schedule is shown below; however actual dates, locations, and number of classes may change. Hours of Operation: Contractor's work schedule shall adhere to AFIT's normal hours of operation unless alternate work schedules are approved in writing by the AFIT Department Head and the Contracting Officer. Normal hours of operation are 0800 to 1700, Monday through Friday. ***Note: The NAICS code assigned to this acquisition is 611710- Educational Support Services with a $14M size standard. The Air Force reserves the right to consider a set-aside based upon responses hereto for any subsequent acquisition. Please complete the capability statement attached to this notice and provide a (four (4) page maximum) package explaining your company's ability to provide the service described above. Any information submitted by respondents to this sources sought synopsis is voluntary. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment by the Air Force for any purpose. The Government's evaluation of the statements received will factor into whether any forthcoming solicitation will be conducted as a sole-source acquisition, full and open competition, or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), EDWOSB, etc.). Also be advised that.zip or.exe files are not allowable attachments and may be deleted by the e-mail filters at Wright-Patterson AFB.
