Description
1. Introduction This is a request for information only as defined in FAR 15.201(e). No proposals are being requested or accepted with this notice. No contract shall be awarded from this notice. This special notice does not constitute a request for a quote or proposal for the procurement of services. The Virginia Contracting Activity seeks information from U. S. businesses regarding software for acquisitions to ensure accuracy, transparency and efficiency across the Federal government. 2. Description of Services The Virginia Contracting Activity is seeking information about a cradle to grave acquisition support system. The system should provide a functionally similar to that used by individuals in filing their taxes in that it would take a user from start to finish with all necessary forms. Please see the attached PDF of a diagram for a concept of the system. 3. Assumptions 3.1. Development work for this requirement may be done at contractor facilities. 3.2. Database integration work would be done at government facilities where TS/SCI is required. 3.3. The government prefers to retain technical rights upon program completion. 3.4. The information should be exportable and compatible with MS Office. 3.5. The system will not include any proprietary software. 3.6. The system will be COTS, commercial off the shelf, recognizing that tailoring may be necessary. 3.7. Interfacing with existing financial system will be possible. 4. Submissions - Hard and Soft Copy Requirements 4.1. Submissions must be less than 10 pages total. The cover page, pricing information and table of contents all count towards that 10 page total. 4.2. Submissions shall be one-sided. 4.3. Submissions must be Office 2007 compatible. 4.4. All submissions, including electronic when printed, shall have one inch margin on the top, bottom, left and right in a 12 point font, single line spacing. Each footer shall be 10 point font or larger and must contain the company's name and page number as well as total pages (Company X, Page 1 of 5, etc.). 4.5. Colored graphs and intricate drawings are discouraged. 4.6. Submissions will not be returned. 4.7. White papers are preferred but other documents will be accepted. 4.8. Submissions must be unclassified. 4.9. Hard copy means paper. It does not mean CD. 5. Submissions - Content 5.1. First Page The following information on the first page must be included: • Company's full business name and mailing address. • Point of contact's name, email address and telephone number. • Technical point of contact's name, email address and telephone number. • Socio-economic status under the NAICS 541990 (e.g., small business, etc.). • Company's DUNS and CAGE. • Statements regarding SCIF and SIPRNET communications capability. • The title of "Turbo Acquisition". 5.2. Explanation of company's expertise in acquisitions support, for DOD and/or Intelligence clients, as well as experience working on TS/SCI networks. 5.3. Experience, preferably within the past three years as a prime contractor, as it relates to this anticipated requirement. Include: name of project, brief description of project, contract type, client (agency/company name), dollar value, and period of performance. 5.4. Pricing Information to Provide • Provide an overall, firm fixed price. • Discuss pricing, what different scenarios would cost, add-ons, maintenance, upgrades. • Provide the amount of time to complete and install the software, e.g., 12 months. 6. Companies 6.1. Only vendors capable as a prime contractor should respond. 6.2. Only US companies may respond. 6.3. Interested companies must have a Commercial And Government Entity (CAGE) code and be registered with the Central Contractor Registration (CCR). 7. E.g., "Turbo Acquisition ABC Corp". 8. Confirmation Receipt of all emailed questions and submittals will be confirmed. Hard copy confirmation will occur before August 27. Please ensure accuracy by using the exact email and mailing address. 9. Questions for Virginia Contracting Authority Questions are to be emailed to Mishelle Miller at Mishelle.Miller@dodiis.mil. Only emailed questions will be accepted. No phone calls will be accepted at all. Comments and queries must be emailed prior to 1 pm EST on Tuesday, August 20, 2013. All questions submitted via email will be posted, along with their answers. Questions will not be answered individually. 10. Deadline for Responses The deadline for both electronic and hard copy responses is 1 pm EST on Thursday, August 22, 2013. I am hoping you can tell me if there is an incumbent contractor/ contract number associated with this opportunity? A1. This is an RFI, not a solicitation or opportunity. There is no incumbent. FBO Posting 402-RFI-Acquisitions, Request for Information: Turbo Acquisitions Question and Answer 2, posted August 14, 2012 Q2. Please provide clarification on the NAICS code for FBO opportunity 402-RFI-Acquisitions "Turbo Acquisitions". In the General Information section on FBO this opportunity is qualified as NAICS 541990. However, in the body of the RFI (section 5) it is requested the respondent "provide socio-economic status under the NAICS 541614". Please identify the intended NAICS code for this effort. This information will certainly influence our RFI response as a small business. A2. NAICS 541990 is "All Other Professional, Scientific and Technical Services." NAICS 541614 is "Process, Physical Destruction and Logistics Consulting Services." The correct NAICS for 402-RFI-Acquisitions is 541990 "All Other Professional, Scientific and Technical Services." I fixed the incorrect instance. I regret the wrong posting of NAICS 541614.
