Description
The Naval Research Laboratory (NRL) Laser Plasma Branch, an organization within the U.S. Naval Research Laboratory (NRL) in Washington DC, is a significant part of the national research effort on inertial confinement fusion (ICF), laser-matter interactions high power lasers for fusion, and high temperature plasmas. In support of the mission, the Laser Program branch has the primary responsibility to maintain a national effort to achieve inertial fusion ignition with lasers is leading the effort to harness this for energy application. The objective of this procurement is to obtain the necessary Research and Development for KrF Lasers and High Temperature Plasma Studies. Specifically and as it relates to the above, the contractor will be required to provide R&D support for operation, maintenance and trouble-shooting of systems required to operate the Nike Laser's electron beam amplifiers, and to provide theoretical and numerical models for investigation of hydrodynamics and radiation physics in hot plasmas, theoretical and experimental studies of krypton-fluoride laser systems, the study of laser-matter interactions, investigation of laser-plasma instabilities, and development of diagnostic techniques for these studies. Personnel proposed to work on the resultant contract shall have a Sensitive Compartmentalized Information clearance or be eligible to obtain the aforementioned clearance prior to proposal submission. The contractor shall have at least a SECRET facilities clearance and SECRET storage capabilities prior to proposal submission. The solicitation, when issued will contain specific security requirements. The period of performance for this effort will be twelve (12) months from date of award. In addiiton, there will be four (4) options, each extending the contract term an additional twelve months, if exercised. The North American Industry Classification System (NAICS) is 541712. A complete Performance Work Statement (PWS) will be available as part of the solicitation. It is anticipated that an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) type orders will be made as a result of the solicitation. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued.
