Description
The National Park Service, Lewis and Clark National Historical Park, has a requirement for selective forest thinning of approximately 65 acres of overstocked Douglas fir, Sitka spruce, and western hemlock in the Fort Clatsop unit of Lewis and Clark National Historical Park. Project work will consist of variable density thinning, snag creation, and gap creation in 45 year old forest. Trees will be felled and left in contact with the ground, severing limbs and tops and lopping and scattering slash. The Contractor will have no entitlement under this contract to the trees cut, as all biomass will be left on-site. The estimated period of performance is 60 days after written Notice to Proceed, to occur during the Fall of 2013. This action is subject to the Service Contract Act, a SCA Wage Decision is attached to the solicitation. See attached Solicitation, Statement of Work, and SCA Wage Decesion for full details. SOLICITATION DETAILS: The electronic Request for Quotations will be available on approximately August 14, 2013, at www.fbo.gov and https://www.fedconnect.net/, search for Reference Number P13PS01793 This is a best value procurement 100% set-aside for small business concerns. The NAICS code for this project is 115310 and the small business size standard is $7.0 million, average annual gross receipts for the past three years. All offerors must establish and/or maintain an active registration at www.sam.gov prior to the RFQ closing date. This Request for Quotation has been made available through electronic commerce to comply with the Small Business Act (15 U.S.C. 637(e)) and the Office of Federal Procurement Policy Act (41 U.S.C. 416), that requires contracting officers to disseminate information on proposed contract actions for proposed contract actions expected to exceed $15,000, but not expected to exceed $25,000, by displaying in a public place, or by any appropriate electronic means. Due to the limited amount of public places for posting at Lewis and Clark National Historical Park, and the remote locations and accessibility of field sites, electronic posting is utilized to comply with public posting and to promote competition to the maximum extent practical. The Government intends to make an award in response to this RFQ; however, the Government reserves the right to cancel the RFQ if necessary.
