- Notice of Intent to Sole source Synopsis: SNR62688 Document Type: Presolicitation Notice Solicitation No. 2013-Q-62688 Posted Date: Opening Response Date: August 12, 2013 Closing Response Date: August 27, 2013 NAICS Code: 541712 Contracting Office Address Department of Health and Human Services, Center for Disease Control and Prevention, Procurement and Grants Office, Acquisition and Assistance Branch 1, 2920 Brandywine Road, MS K-14, Atlanta, GA 30341-5539 Description Title: Development of Predictive Risk Models for Tick-Borne diseases based on meterological descriptors. NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC) announces its intention to negotiate and award a sole source Firm-Fixed Price purchase order to the University Corporation for Atmospheric Research, National Center for Atmospheric Research (NCAR), 3150 Center Green Drive, Boulder CO 80301, for customized meteorological data for the development of models that predict host-seeking behavior of ticks that serve as vectors of lyme diseases spirochetes and other tick-borne human pathogens. The period of performance will be for 12 months. It is the Government's belief that only one responsible source exists and no other product or services will satisfy the agency's requirement to access the data to be reanalyzed, technical competency to perform reanalysis and provide guidance on incorporating data into models of vector-borne disease models. This requirement is for the National Center for Emerging and Zoonotic Infectious Disease (NCEZID), Division of Vector Borne Disease (DVBD). CDC intends to solicit and negotiate this requirement under the authority of FAR 13.106-1(b)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. All responses should be received by August 27, 2013 at 12:00PM, Eastern Standard Time (EST). All responses must be in writing and must be sent via email to CLCouch@cdc.gov with the solicitation number referenced in the subject line. No phone calls will be accepted.
