- Overview: The Government is seeking information to determine industry's capability to produce Lightweight Counter Mortar Radar (LCMR) Family of Systems spare and repair parts and maintenance kits, as well as engineering support services. This RFI is for planning purposes only, and shall not be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. The Government reserves the right to reject, in whole or part, any contractor input resulting from this request. This request does not constitute a solicitation for proposal or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. Parties responding to this RFI are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. Description: The AN/TPQ-49 and AN/TPQ-50 are a lightweight, 360-degree, rapidly deployable, man-transportable, digitally connected, day/night mortar locating radar that uses computer-controlled signal processing of the radar signal data perform target detection, verification, tracking, and classification of enemy and friendly mortars. The systems consists of an Antenna and Radar Cylinder that is powered by battery or external generator. Data processing is performed by the Radar Processor (RP) and Portable Display Unit (R-PDA and/or Laptop. The system's performance is detailed in the LCMR Performance Specification for the Lightweight Counter Mortar Radar (LCMR) AN/TPQ-49 and AN/TPQ-50, and is available upon request. The Government does not possess a technical data package for the AN/TPQ-49 or AN/TPQ-50. Acquisition Strategy: In August 2012, the United States Army Contracting Command awarded a three-year Firm Fixed Price (FFP) and Cost-Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract for the procurement of engineering support services for the LCMR Family of Systems as well as spare and repair parts and maintenance kits and provisioning and replenishment spares for fielded systems. The Government hereby wishes to seek updated information regarding industry's capability to provide these support services and spare part deliverables. The contract supports all LCMR systems produced or fielded worldwide in the following areas: sustainment, technical and repair support, shipping, training, documentation (to include provisioning technical documentation to support the logistics requirements for all systems) and manual updates, field and sustainment level support required to maintain the current and any future versions of the Lightweight Counter Mortar Radar (LCMR) system. The PWS defines the requirements for mission critical Contractor Sustainment Support (CSS) for the LCMR family of systems to include those owned by Foreign Military Sales (FMS) and other customers. The CSS includes Contractor Field Service Representative (CFSR) services for fielded systems, maintenance kits, upgrade kits, RESET/repair, and sustainment required to maintain the LCMR family of fielded systems. Recommended RFI Response Format. 1. An assessment of the technology and manufacturing of products produced by your company that closely match the performance of the AN/TPQ-49 and AN/TPQ-50 spare parts and engineering support services, as described within the associated LCMR performance specifications. 2. Estimated unit prices for the AN/TPQ-50 and AN/TPQ-49 spare parts. 3. Information concerning maximum sustainable production rate (per month, or per year). 4. Information about current level of environmental qualification of the system being described as well as its predicted or actual reliability. 5. Information must include complete descriptions of existing products that will be available for delivery within the timeframe indicated above and must include sufficient documentation to support any claims that the spares will meet the performance capabilities. 6.
