- Detailed SF-1449 Solicitation Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N62786-13-T-0004 applies. Proposals must be received by 09:00 a.m. EST on Friday, September 13, 2013 to be considered. The RFQ-incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66 and DFARS Publication Notice (DPN) 20130328. Supervisor of Shipbuilding, Bath, Maine intends to award a firm-fixed price contract in accordance with FAR 13.302. This requirement is set-aside for all categories of small business to include 8(a), HUBZone, Veteran-Owned, Woman-Owned Small Business, etc., and only qualified offerors may submit bids. The proposed acquisition is being processed utilizing Simplified Acquisition Procedures on a competitive basis. It is anticipated that award will take place on or before September 19, 2013. The North American Industry Classification System Code (NAICS) is 336611 with a small business size standard of 1,000 employees. SUPSHIP Bath has a requirement to contract for the following items: CLIN 0001: Overhaul/Repair of Barrier Boat 1 (Misc-). The work includes, but is not limited to, SLIN 0001AA Replace Main Propulsion Diesel Air Cleaner, SLIN 0001AB Replace Z-Drive Lubricating Oil, SLIN 0001AC Accomplish Underwater Hull and Freeboard Inspection, Repair, and Preservation, SLIN 0001AD Accomplish Main Deck and Pilot House Preservation, SLIN 0001AE Replace Hull Zinc, SLIN 0001AF Accomplish Deck Preservation, SLIN 0001AG Provide Towing Service. Offerors must submit offers for each work item to be considered. Each item is to be quoted separately. SUPSHIP Bath has a requirement to contract for the following items: CLIN 0002: Overhaul/Repair of Barrier Boat 2 (Misc-). The Government intends to award to the vendor whose quote represents the best value to the Government, price and past performance considered, with price being significantly more important than past performance.
