- Description
- NASA/Johnson Space Center (JSC) has a requirement to certify External Stowage Platform (ESP) 2 Unpressurized Cargo Pallet (UCP) for potential life extension(s) of the International Space Station (ISS). NASA/JSC intends to contract with Astrium for these services on a sole source basis for certifying the life extension of the ESP-2 UCP and providing a technical rationale on the structural integrity to justify the extension. The ESP-2 UCPs 15 year life span will be reached by July 2020. NASA needs to ensure that the ESP-2 UCP will continue to meet its structural requirements through the end of ISS. Astrium was previously contracted to build the ESP-2 UCP and to provide structural integrity of the UCP. Astrium controls/maintains the product baseline and design knowledge for this hardware and it is considered Astriums proprietary information. The Government does intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on August 19, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
