- The Department of Energy (DOE), Office of Policy and International Affairs (PI), plans to contract with Nathan Associates, Inc. by means other than full and open competition. The Department of Energy intends to award a sole source firm-fixed price contract to Nathan Associates, Inc. The period of performance for this award will be from August 30, 2013 through August 29, 2014. The governments of Brunei and the United States have formed the East Asia Summit Energy Cooperation Task Force (EAS ECTF), Renewable and Alternative Power Generation Workstream and have agreed to cooperate to address the key issues in the development and deployment of renewable energy technologies in the EAS region. Some EAS countries have extensive experience and lessons-learned in renewable energy technology deployment and have invested significant resources in knowledge development. The accumulated skills and information could be shared with other EAS countries. While the EAS recognizes the necessity of deploying renewable energy technologies, the EAS has not directly worked to promote sharing of knowledge and experiences in removing barriers to renewable power generation in a coordinated manner. This award will provide support and assistance to plan, organize, and hold two renewable energy roundtable meetings in Brunei (September, 2013) and Denver, Colorado (March/April, 2014). The workshops will bring together industry and senior-level government personnel to promote renewable energy (solar and wind) integration and deployment in the electricity generation sector. Nathan Associates, Inc. is the only one responsible source and no other suppliers will satisfy agency requirements. Nathan Associates has worked on regional integration and institutional strengthening in the Association of Southeast Asian Nations (ASEAN) Technical Assistance and Training Facility (TATF) since 2004 and has provided technical assistance on regional, sub-regional and bilateral levels to promote economic integration among member states. Nathan Associates has conducted the Climate Resilient Cities Measuring and Monitoring Workshop, laying the foundation for work on an ASEAN City Pilot on the use of carbon emission measuring and monitoring tools that will also help set a standard approach to greenhouse gas accounting across ASEAN. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a notice of intent and no solicitation is available for this requirement. Interested parties may submit capability statement and rationale by August 29, 2013 at 9:00am EDT via e-mail to kyle.martel@hq.doe.gov. Responses must reference the Synopsis Number and include the following: (1) Name and Address of the Organization, (2) Status of the company as listed under www.sam.gov, (3) Vendor point of contact with name, title, phone, fax and email, (4) DUNS number, (5) Tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. (6) List of three references of similar types of services that have been previously provided to include contract number, description of service, dollar value, name and phone number of customer-must be relevant to the requirement and be within the last three years. No telephone inquiries or responses will be accepted. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
