Synopses - Notice of Intent to Award Sole Source to KAER Biotherapeutics Date: 13 August 2013 Classification Code - 541711 - Research and Development in Biotechnology (size standard 500) Contracting Office Address - USA Medical Research Acquisition Activity, 820 Chandler Street, Fort Detrick, MD 21702-5014 Subject: Notice of Intent to Sole Source a Contract to KAER Biotherapeutics to support accreditation with the AAALAC and FDA. Closing Response Date: Notice of Intent - 28 August 2013 Contact Point: Abraham Pottenger at abraham.pottenger.civ@mail.mil or 301-619-2294. The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD intends to issue a sole source to KAER Biotherapeutics, 926 S. Andreasen Dr., Suite 105, Escondido, CA 92029. This procurement is to supply one SUPRAER-CA system, a product that is built by a sole company, and will use it to deliver high does rate aerosols to animal models of all sizes. The SUPRAER-CA is for animals and is safe and humane, which is in accordance to accreditation with the AAALAC and FDA. (1) Aerosol generation and processing system specifically designed to generate high concentrations of aerosols in the 1 to 10 m aerodynamic particles size range.(2) A compact, single-pass, jet-nozzle spray dryer and aerosol concentrator specifically designed to generate large airborne masses of respirable chemicals, biologics, polymers, sols and large labile molecules. (3) Aerosolizes solutions and sols up to 2 ml/min. (4) Delivers the output aerosol at a low positive pressure (2 inches of water at 40 L/min). (5) Final particle size can be adjusted by changing the solution concentration, processing parameters and nozzle. (6) The arrested plume is diluted by warm gas, (typically 150-200 liters per minute). (7) The dilution airflow rate is metered and is continuously adjustable up to 200 l/min. (8) Aerosolizes relatively viscous solutions, biologics, polymers, large labile molecules and surface-active agents. (9) 3 evaporation chambers 6, 9 and 12 inches for customizing evaporation rates. (10) Allows for use of alternate nozzles compatible with aerosol generation and processing system. (11) Single High Pressure Syringe Pump compatible with aerosol generation and processing system. (12) Double High Pressure Syringe Pump compatible with aerosol generation and processing system. (13) Allows for easy assembly, disassembly, and cleaning. (14) Must generate high concentrations of aerosols in the 1 to 10 m aerodynamic particles size range. (15) Glass gas-tight syringes compatible with aerosol generation and processing system. (16) Uses convective and irradiative heat transfer to rapidly dilute and dry the aerosol. (17) Allows operator to control heating of compressed air, dilution air, and employing infrared radiation. (18) Must include air compressor compatible with aerosol generation and processing system. This announcement constitutes the only notice by the government; a written solicitation will not be issued. All sources that believe they are eligible to provide these items must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the purchase will be awarded without further remark.
