Description
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR A PURCHASE ORDER WITHOUT PROVIDING FULL AN OPEN COMPETITION (INCLUDING BRAND NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institutes of Neurological Disorders and Strokes intends to negotiate and award a fixed price purchase order to without providing for full and open competition (Including brand-name) to Visualsonics, Inc. 3080 Yonge Street, Ste 6100, Toronto Ontario, Canada M4N 3N1. The intended procurement is classified under NAICS code 334516 with a size standard of 500 employees. The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-68, August 1, 2013 The acquisition is being conducted under the procedures as prescribed in FAR subpart 13-5 Test Program for Certain Commercial Items and FAR subpart12 - Acquisitions of Commercial Items at an amount exceeding the simplified acquisition threshold ($150,000) and not exceeding $6.5 million.. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contract awarded using FAR Part 13 -Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6 - Competition Requirements. Acquisition of Vevo Cardiac and Photo acoustic software and one 24 MHZ Microscan transducer for the Visualsonics 2100 biomicroscope. The MIF has considerable technical expertise in animal imaging and intends on making the best use of this ultrasound equipment. The MIF is a shared resource that provides state-of-the-art equipment and resources for biomedical research and development. Currently, the MIF supports five magnetic resonance imagers (MRl), one MicroCT one tissue CT, one bioluminescence imager two ultrasounds, and other animal physiologic monitoring equipment. Since its origin in 1999, the MIF has provided ultrasound support to the NIH research community. The nature and purpose of this acquisition is to acquire software that will record cardiac function and oxygenation states in mouse models. It is the desire of the Mouse Imaging Facility (MIF) to stay at the height of technology to provide the finest imaging capabilities currently available for the NIH community. • Installation of Pulse-wave (PW) Doppler for the acquisition for blood flow velocity and waveform measurements. • Installation of Color Doppler for 2-D and color acquisition for blood flow analysis. • Receipt of one 24 MHz MicroScan transducer with frequencies between 13-24 MHz for rat imaging. • Vevo Multiplexer and Vevo Spectro software for the management and characterization of photoacoustic signal data. • One PC-based Vevo Workstation software dongle for data management and analysis at a MIF supported workstation. The determination by the Government to award a contract without providing for full and open competition is based upon market research conducted as prescribed in FAR Part 10-Market Research. This synopsis is not a request for competitive proposals. However, Interested parties may identify their interest and capabilities in response to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, lit price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS)m the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. The information received will normally be considered for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by August 20, 2013 3:00pm EST and must reference number HHS-NIH-NIDA-NINDS-AM3043414.
