- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart FAR 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is PR10385695 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect though Federal Acquisition Circular 2005-69 and DFARS DPN 20130808. The North American Industrial Classification System (NAICS) code is 485410 with a small business size standard of $7 Million. The requirement is unrestricted and only qualified offcrors may submit a quote. The due date for receipt of quotes is 22 August 2013, 1:00 PM Pacific Standard Time. DESCRIPTION - The Contractor shall provide school bus service for all eligible students residing on Fort Hunter Liggett from designated points on Fort Hunter Liggett to San Antonio Elementary School, located at San Antonio Elementary School, 67550 Lockwood/Jolon Rd, Lockwood, CA 93932-5000 in accordance with the Performance Work Statement. Hunter Liggett, CA To provide school bus service onto and from Ft. Hunter Liggett, CA to San Antonio Union School, Lockwood, CA, as described in the PERFORMANCE WORK STATEMENT. Start and End Date will be based on the actual school year. Contractor will be billed monthly through the use of WAWF. PERFORMANCE WORK STATEMENT 1. REQUIRED SERVICE 1.1 PERFORMANCE WORK STATEMENT. The Contractor shall provide school bus service for all eligible students residing on Fort Hunter Liggett from designated points on Fort Hunter Liggett to San Antonio Elementary School, located at San Antonio Elementary School, 67550 Lockwood/Jolon Rd, Lockwood, CA 93932-5000. School bus service will be provided via round trip(s) for all designated school days. School bus service must be conducted in accordance with all applicable laws and regulations, including Department of Defense, Army and Fort Hunter Liggett rules and regulations. 1.1.1. The school bus service is only for certain eligible students in the grade of K through 8 residing on Fort Hunter Liggett. A roster of eligible and authorized riders will be provided to the contractor. Contracting Officer's Representative (COR) will provide any changes to the roster by e-mail during the term of this contract. Contractor shall ensure that only those authorized personnel will be provided transportation under this contract. The total number of students requiring transportation will not exceed 50. 1.1.2. When space is available, but no more than 10 times a year, the COR or designee may ride with the students on a regularly scheduled bus service for the purpose of evaluating effectiveness of services. 1.1.3. The school bus is required to pick up riders from three different locations within Fort Hunter Liggett. The Government reserves the right to relocate the bus stops within Fort Hunter Liggett, after providing the contractor at least 10 days of advance notice. See Exhibit 1 for details on the current pick up locations. 1.1.4. The school bus is also required to pick up the riders from the designated school and return them to the designated bus stops on Fort Hunter Liggett. 1.1.5. The school bus service shall be provided in accordance with an established schedule to ensure students residing on Fort Hunter Liggett will arrive at school in the morning at least 15 minutes prior to the starting time of the school. Also, after school bus will depart from the designated schools no later than 20 minutes after the end of the school day. Contractor is responsible for learning the school class schedules to ensure the bus schedules will not conflict with the school schedules. 1.1.6. The school bus service is required whenever the local designated school is in session for the school years. The school bus service is not required on school holidays as published by the designated school. The contractor is responsible for obtaining and keeping up to date with the latest calendars of the designated schools. 1.2. Bus Routes, Schedules, Records, and Reports 1.2.1. School Bus Routes. Prior to the beginning of the school year, the Contractor shall prepare and submit proposed routes to and from the designated school, to the COR and the Contracting Officer. Changes or temporary alternate route information can be faxed or emailed. 1.2.2. School Bus Schedule. No later than fourteen days (14) prior to the beginning of the school year, the Contractor shall make available the schedule for the upcoming school year, to include class starting and ending times, minimum days, adjusted days, holidays, teacher conference days, school vacation days, and other necessary information students may need. Changes may be faxed or emailed to the COR and to the Contracting Officer. The schedule shall include at a minimum the following: 1.2.2.1. Departure times at each bus stop. 1.2.2.2. School starting times at each school and grade. 1.2.2.3. School dismissal times at each school and grade. 1.2.2.4. Bus departure times at each school. 1.2.2.5. Arrival times at each bus stop. 1.2.2.6. The Contractor shall establish departure and arrival times to assure delivery of students to schools by class starting times, pickup of students upon school dismissal, and delivery of students to bus stops in the most expedient, efficient manner. The Contractor shall establish the number of trips needed to accommodate the arrival at school of all grade levels at respective class starting times. 1.2.3. Notification of Changes. At any time before or during a scheduled route when unforeseen circumstances cause a delay in meeting the schedule or a temporary change in the route used, the Contractor shall immediately notify the COR. 1.3. PERSONNEL. 1.3.1. The Contractor shall not employ any person who is an employee of the United States Government, in the performance of this order, if the employment of that person would create a conflict of interest, nor shall the Contractor employ, in the performance of this order, any person who is an employee of the Department of the Army, either military or civilian, unless such person seeks and receives approval from the Army first. 1.3.3. Security Requirements. 1.3.3.1. The Contractor shall comply with all security requirements for entering Fort Hunter Liggett. Contractor will be required to obtain pass and identification items as required by Ft. Hunter Liggett. 1.3.3.1.2 The contractor shall provide the government with a copy of the driver's driving record. 1.3.3.1.3. All the details on the installation entry requirements can be obtained from the COR at 831-386-2376, Fax: 831-386-2256. 1.4 SAFETY REQUIREMENTS. Contractor shall comply with all Federal, State, Local, Department of Defense, Army and installation laws and regulations governing the transportation of school children. Vehicle accidents involving any vehicle providing service under this contract shall be reported to the proper law officials and orally to the Government Ft. Hunter Liggett Police Department as soon as possible. The Contractor shall also submit a written report, which can be faxed or emailed, to the Ft. Hunter Liggett Police Department and to the COR, which shall include: the time and date of occurrence, the place of occurrence, a list of personnel directly involved, and a narrative description of the accident that includes a chronological order of the accident and circumstances. This report shall be submitted as soon as possible and in no instance later than 72 hours after the accident. The Contractor shall submit any accident reports required by other applicable Government agencies/authorities. 1.5. CONDUCT OF PASSENGERS. It is the responsibility of the Contractor to ensure orderly conduct of the passengers and perform all duties necessary to promote the welfare and safety of passengers in accordance with all Federal, State and local laws and regulations, including Department of Defense, Army and Fort Hunter Liggett rules and regulations. EXHIBIT - WORKLOAD ESTIMATES This exhibit contains the name and address of the designated school and, pickup points and approximate number of children to be transported. 1. STUDENTS attending San Antonio Elementary School: A total of not to exceed 50 students shall be transported to and from: San Antonio Elementary School (K -8th), DESIGNATED SCHOOL ADDRESS: San Antonio Elementary School, 67550 Lockwood/Jolon Rd, Lockwood, CA 93932-5000 BUS STOPS Bus Stop # 1 is located in Spanish Oaks housing area, Stop# 2 is located in the Milpitas Housing Area and Stop# 3 is located at the Post Headquarters, near the flag pool. Distance from the access control point on Fort Hunter Liggett to the designated school is approximately 11 miles. All bus stops are within approximately 1.5 miles from the access control point on Fort Hunter Liggett. End of PWS This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
