Description The National Cancer Institute (NCI) plans to procure on a sole source basis with Borgwaldt KC, Inc., 7741 Whitepine Rd, Richmond, VA 23237 for a Shisha Smoker and a LX1 Smoking machine. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. It has been determined that there is no opportunity to acquire green products or services under this contract. With the purchase of smoke machines, NCI will do the comparison of Hookah and cigarette smoke condensates (CSC) on DNA Methylation, the Histone Code, and Global Gene Expression, comparison of Hookah and CSC on microRNA Expression, and comparison of Hookah and Cigarette Smoke on Stem Cell Gene Expression and Malignant Phenotype of Lung Cancer Cells. With the completion of this project, these comprehensive integrated studies will leverage expertise from intramural as well as extra-mural investigators with documented expertise regarding basic and translational research pertaining to tobacco associated airway malignancies, molecular profiling, and biomarker discovery/validation. Results of the proposed studies may provide fundamental insights regarding carcinogenic effects of hookah tobacco, and inform public health officials regarding the need to regulate production, sale and use of this perceived "safe" cigarette alternative. Borgwaldt kc is a sole source vendor for this purchase due to the unique range of the Shisha Smoker and the LX1 instrument. Furthermore, this research project is going to build up on the foundation of our previous 5 years research results archived from using similar smoke machine from Borgwaldt. It is very important to have a consistent working system, such as same calibration and quality control standard over instruments in order to make results comparable. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 28, 2013. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
