- Title: VMware Server/Desktop Virtualization This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. 1. Background: The current National Institute of Biomedical Imaging and Bioengineering (NIBIB) virtual infrastructure contains a number of gaps that affect the appropriate management, efficiency, performance, data assurance and redundancy, business continuity, and disaster recovery options for the NIBIB. These gaps reduce system, end-user and Information Technology (IT) team efficiency and expose the Institute Center (IC) to risks of extended down-time and data loss. In an effort to address these gaps, NIBIB IT is re-engineering the current data center environment to include high-performance redundant storage, managed virtual systems, as well as new "virtual host" servers. These systems, while requiring an increase in up-front capital expenditures (Cap-X), will yield long term savings in operational expenditures (Op-X) by reducing the administrative overhead of server management, administration and deployment. This will enable automated recovery of systems and servers in case of outages which will reduce recovery and down-time during system outages and maintenance windows. In addition, it will provide for better real-time and historical data on the entire server farm, enabling more efficient use of hardware and licenses while reducing power and space use in the data center. 2. Purpose and Objectives: The VMware Server and Desktop Virtualization software is needed for NIBIB IT Office's (ITO) data center infrastructure update project, which focuses on addressing a number of gaps in the infrastructure's management, performance, and data protection, while extending ITO's ability to serve NIBIB's user community and deploy solutions that support NIBIB's mission in a cost-effective manner. A primary focus of the current infrastructure update project is the adoption of state-of-the-art server and end-user virtualization technology that allows for improved service delivery, end-user mobility, and performance. This technology abstracts the need for expensive servers and redundant systems, and commoditizes the hardware-layer of the network, resulting in more versatile, redundant, and manageable services and environments. 3. Project Requirements: VMware Licenses: • Server Virtualization Licenses - VMware vSphere 5 Enterprise for 1 processor. o Part #: VS5-ENT-F-L1 o Quantity: 4 • Virtual Systems Management Licenses - VMware vCenter Server 5 for vSphere 5. o Part #: VCS5-STD-F-L1 o Quantity: 1 • Desktop Virtualization License Suite - VMware Horizon View 5 Bundle 10-pack o Part #: VU5-PR-STR-F-L1 o Quantity 5 • US Federal Production Support/Subscription for VMware vSphere 5 Enterprise for 1 processor for 1 year. o Part #: VS5-ENT-P-SSS-F o Quantity: 4 • US Federal Production Support/Subscription for VMware vCenter Server 5 Standard for vSphere 5 for 1 year. o Part #: VCS5-STD-P-SSS-F o Quantity: 1 • U.S. Federal Production Support/Subscription for VMware Horizon View 5 Bundle for 1 year. o Part #: VCS5-STD-P-SSS-F o Quantity: 5 • The vendor should anticipate brokering the licenses and yearly renewal of the support contracts tied to the licenses, as well as possibly extending the number of licenses based on NIBIB-identified needs. 4. Anticipated Period of Performance: One 12 month base period with four 12 month option periods for service/support and/or additional licenses. 5. Other important considerations: None 6. Capability statement/Information sought: Responses must directly demonstrate the company's capability, experience, and ability to marshal resources to effectively and efficiently perform the objectives described above and include an outline of previous or similar projects so that the Government can perform a proper evaluation of the company's capability. Information regarding respondents': (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information; The written response to this notice should consist of the following items: a. Company Name. b. Company DUNS number. c. Company point of contact, mailing address, telephone and fax numbers, and website address d. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with government representatives e. Date submitted. f. Applicable company GSA Schedule number or other available procurement vehicle. g. Do you have a Government approved accounting system? If so, please identify the agency that approved the system. h. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the Central Contractor Registration (CCR). All respondents must register on the CCR located at http://www.ccr.gov/index.asp i. Not to exceed 20 singled-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12 point font sized minimum, that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. Statements should also include an indication of current certified business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 7. Information Submission Instructions: Submit 1 electronic copy to Jennifer Swift, Contract Specialist at Jennifer.Swift@nih.gov by 3:30PM EST on August 28, 2013 Disclaimer and Important Notes. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
