The purpose of this Request for Offers is to seek competent and qualified contractors to perform all work associated with the the Plants Construction of the NEXCOM Radio Replacement at Felts Field RTR, and Sunflower RTR facilities in Spokane, Washington. Magnitude of construction is from $50,000 - $100,000 This project is 100% set-aside for competition exclusively amongst SEDB 8(a) contractors as certified with the Small Business Administration. The NAICS Code for this project is 237130. The Small Business Administration Size Standard for NAICS Code is $33.5 million. The total contract duration for completion of all work shall be 15 calendar days after receiving construction Notice To Proceed (NTP). The FAA Felts Field ATCT facility, and the Sunflower RTR facility and equipment will remain in operation during the entire construction period. The facilities contain critical FAA equipment. This equipment must remain in service during this project. It is imperative the Contractor maintain power service and access to these facilities. The Contractor shall conduct his operations so as to cause the least possible interference with normal operations of the activity. Unplanned outages, due to construction activities, pose a significant risk to the FAA Air Traffic Control System and to aircraft in flight. Unplanned outages must be avoided. The major work items for Felts Field ATCT are as follows: a. Provide 4/0 ground wire (green-jacketed with red stripe) from roof-mounted RF COMM enclosure and exothermically weld to underground EES. Route 4/0 along exterior of ATCT, following same path as existing down conductors. 4/0 to be terminated in enclosure by others. b. Provide 6AWG THHN bonding jumpers from COMM enclosure to nearest metallic wireway section, as well as between each of the individual wireway sections. Also provide 2AWG THHN ground wire from RF enclosure and clamp to the existing rooftop śhalo ť conductor. c. Provide 4 ť grounding bushing at 4 ť RGS entrance to new RF enclosure. Ground the bushing to rooftop halo conductor. 2. The major work items for Sunflower Rd. RTR are as follows: a. Install air terminal masts (2), (GFM), to platform handrails of existing RTR antenna tower. Install air terminal (GFM), down conductor, and clamps to each of the masts. Clamp down conductor to existing tower down conductors. Submission of Offer: Offers are due on August 28, 2013 at 12:00 pm (PST).
