- Notice Type: Presolicitation Synopsis: Construction Project No. XQPZ 09-0103H, entitled 'Repair Mitchell Hall Phase 8'. The solicitation will be issued as a Request for Proposal (RFP) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) firms. All bidders must be registered on www.sam.gov. The NAICS Code 236220, along with size standard $33.5 million applies. The procurement is entitled 'Repair Mitchell Hall Phase 8' at the United States Air Force Academy (USAFA) in Colorado. Contractor shall furnish all labor, materials, tools and equipment required to perform work for this project at USAFA, Colorado. Repair Mitchell Hall Phase 8 is the last of a multi-phase series of projects to renovate and update the cadet dining hall and annex at the Air Force Academy, CO. The construction of phase 8 has been scheduled for construction to follow phase 7 currently in construction. The existing exterior stairs will be renovated to provide a new marble cap to match the marble caps used on the south side of this stairway. Cracks in the stucco of the Annex's south stairs will be repaired and the existing snow melt system on the south stairs of the Annex will be replaced and a new electric snow melt system for the exterior stairs north of the Annex will be installed. The communications room will be reconfigured into a storage room and kitchen areas will be renovated. A new Women's Restroom will be added by remodeling the break room and the Men's Restroom will be renovated to add water closets, urinals and lavatories. The office area will be renovated by providing new vinyl composition tile (VCT) and replace existing suspended ceiling. A new wall-to-wall security gate/system at upper storage mezzanine will be added. HVAC systems will be upgraded by installing a 6-pipe geothermal heating and cooling system utilizing water cooled modular scroll chillers. A geothermal field loop will be installed on the South side of the Mitchell Hall Annex under the parking lot. The system will consist of a pair of headers located in the building with multiple horizontal circuits connected to the headers and extending out to the parking lot where multiple vertical wells will be connected to each circuit. The HVAC system shall consist of standard single zone air handling units throughout the facility. A chilled beam (induction unit) system will be installed for offices, conference rooms and dining rooms. The fire suppression, electrical, lighting, public address, and fire alarm systems will be provided new to serve the reconfigured spaces. Work is to be completed in accordance with the contract drawings and specifications. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov). Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. Contract completion time is approximately 455 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $5,000,000.00 and $10,000,000.00. All questions must be submitted in writing. No telephone calls will be returned. The solicitation will be issued on/about 14 August 2013. A pre-bid meeting/walkthrough is tentatively scheduled for 20 August 2013 at 9:00 AM MST, attendance is not mandatory, but is strongly encouraged. Please note, the time and place of the site visit may change due to mission requirements and interested contractors will be notified. Contractors choosing to attend the site visit should notify the Contract Specialist, Ashlea Toms no later than 14 August 2013, at 02:00 PM MST. Contractors who do not possess a current Contractor Access Badge (CAB) to USAFA must submit a list of those attending with the individual's name, date of birth, home address, driver's license number and issuing state so passes can be made available to access the United States Air Force Academy. Anyone who plans to attend the site visit, but fails to contact the Contract Specialist prior to the deadline stated above will not be permitted to attend the site visit. All attendees must be on the bus. The number of personnel for the site visit is limited to no more than four individuals per contractor. Prospective offerors must submit all questions in writing. Questions are due not later than 23 August 2013 at 02:00 PM MST via Request for Information (RFI) to Ms. Ashlea Toms. Proposals will be tentatively due at 2:00 PM MST (local time) on September 13, 2013. Electronic and faxed bids will NOT be accepted. This project requires the successful contractor to secure bonding. Pursuant to Air Force Federal Acquisition Regulation Supplement (AFFARS) paragraph 5301.9102(a) Ms. Kelly Snyder has been appointed as the USAF Academy Ombudsmen.
