Description
The National Institute of Standards and Technology (NIST) intends to award on a sole source basis, under the authority of FAR 13.106-1(b)(1), with LabSphere of 213 Shaker Street P.O. Box 70 North Sutton, NH 033260 US to obtain a custom sphere and cone assembly for the National Institute of Standards and Technology (NIST)Division 73, Information Technology Laboratory, located in Gaithersburg, MD. The resulting purchase order will be a sole source award purchase order. This acquisition is necessary to deliver a small scale SPHERE device with six cone concentrators to duplicate an existing instrument. The current instrument used in our weathering studies is a 2 m integrating sphere (SPHERE) device with 32 cone concentrator devices to deliver diffuse UV radiation to a collimation angle of no greater than 20 degrees and uniformity of at least 90% both within each cone output and between cones to a temperature and humidity controlled exposure chambers. This uniformity is critical to success of the experiment. This acquisition will be to purchase a small approximately 20 inch integrating sphere with six optical cone concentrators. This sphere and cones will be incorporated into a next generation of an existing instrument. It is important that the 20 inch sphere have the same materials and specifications to allow this 20 inch sphere to be assembled into a working instrument that will be compared to the existing instrument. The function of the sphere is to diffuse the light from two existing powerful Ultra violet A (UVA) lamps to create a high intensity, diffuse, UVA controlled exposure for six cone concentrator ports. The light output from these cones needs to be as identical to the existing technology which uses a Labsphere sphere to diffuse the UV light in order to fulfill the existing project milestones. The NAICS Code is 334516 with a size standard of 500 employees. No solicitation package will be issued. This notice of intent is not a request for quotations. However, responses received by 14 August 2013, 12:00pm, EST will be considered by the Government. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
