- PR No: 0050082226. This solicitation will contain 1 NSN for a Modulator, Radio Transmitter to be used on the AN/ALQ-117. This solicitation is for award of a Firm Fixed Price Contract. The NSN and quantities are as follows: NSN: 5865-01-178-2735 Type Number: 2622568G002, dated 02/11/2008 Quantity: 45 Each Delivery: FOB Destination, Inspection/Acceptance at Origin, 213 days AFAA or 213 days ARO if FAT is waived. Surge requirements do not apply. Solicitation will be issued as a 100% Small Business Set-Aside. The final contract award decision may be based on a combination of price, past performance, and other evaluation factors as described in the solicitation. AN EXPORT CONTROL BIDSET EXISTS FOR THIS NSN. FIRST ARTICLE TESTING APPLIES-SEE BELOW. A 100% Quantity Option does not apply. The anticipated issue date is on or about August 27, 2013. The anticipated award date is October 31, 2013. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Small Business Subcontracting Plan not required. CONTRACTOR FIRST ARTICLE TEST APPLIES: FIRTST ARTICLE SAMPLE SHALL CONSIST OF 5 UNITS EACH. First, Contractor needs to submit ATP test plan containing performance characteristics and detailed technical requirements prescribed in ITT specification 2622568 (latest rev), all paragraphs within 90 days of contract. Second: First Article test Report and First Article Delivery (samples) shall be delivered within 210 calendar days of contract. Note 2: Notify ACO and 542 CBSG/GBEBA 15 days prior to first article test report shipment. Note 1: Government written notice of approval/disapproval 90 days after receipt of first article package. Third: Send results, test report copy and a copy of findings to cognizant Post Award Contracting Officer within 180 days of contract to: Defense Supply Center Richmond 8000 Jefferson Davis Highway Richmond, VA 23297 Cognizant Contracting Officer Contract:__________________________ Disposition: Failed FAT units will be retained until instructions are received from contractor via Contracting Officer.
