- Registration Instructions The Northern Facilities Construction CMT of the United States Postal Service is soliciting proposals to complete the HVAC System upgrade at USPS Canal Street Station, 350 Canal Street, New York County, New York, NY 10013-9998 including all incidental work described in the contract documents. An award for this requirement is contingent upon funding approval which is anticipated to be received during the evaluation phase of this project. Estimated cost of the work is between $1,000,000 and $3,000,000 with construction completion no later than thee hundred sixty (360) calendar days after receipt of the Notice to Proceed. This is not a formal invitation for bid; therefore, no bid bond or proposal guarantee is required. The solicitation will open August 13, 2013 on USPS eSourcing Emptoris (see How to Participate below) and close on September 5, 2013. There will be a pre-proposal meeting for this project on Monday August 19 at 1:00 p.m., on site. Attendance is not mandatory but is strongly recommended. On-site visits may be arranged by contacting Juliet Francis-Young, Manager, Customer Service, at (212) 966-9573. The Postal Service bases contract award decisions on best value. Offerors should review the entire solicitation to ensure the requirements are understood. MINIMUM REQUIREMENTS: Years In Business: Proof of having been in the construction business for a minimum of 5 consecutive years. Experience: Two examples of satisfactorily being the prime contractor of comparable HVAC upgrade projects, in New York City, with a dollar value greater than $750 Thousand. Management Plan: Include items listed under Solicitation Attachment 12, Management Plan. Company Health & Safety Plan: Please reference Solicitation documents for specifics in completing the plan. Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project in seven (7) calendar days of receipt of a Notice of Intent to Award. Contractor will be responsible for coordination of all work in a manner that will not interfere with mail operations and coordinate all work related to this phased project with the Station Manager or designee. Note: Successful offeror will be required to submit a Project Specific Safety Plan, and a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan acceptable to the USPS Contracting Officer before a Notice to Proceed (NTP) is issued. The successful offeror will be required to submit progress photo(s) with any payment request.
