- SYNOPSIS/NOTICE OF INTENT The Department of Energy (DOE), Office of Policy and International Affairs (PI), has a requirement for research services (analytical, technical, and logistical assistance) that will produce information in the form of a research paper, as well as a roundtable, to convene stakeholders in the Western Hemisphere and discuss and develop energy-climate-security initiatives and partnerships. The Government intends to award a sole source purchase order to Institute of the Americas (IOA) in mid August 2013. The period of performance for this award will consist of twelve (12) months. This award will not exceed the Simplified Acquisition Threshold. Performance shall commence no later than 15 days from the date of award. IOA will provide analytical, technical, and logistical assistance in the form of a research paper and roundtable to support key goals for advancing ECPA as well as provide key information for advancing DOE policy strategies in the Western Hemisphere with a specific focus on the Caribbean and SEAD as referenced above. The Office of PI serves as the primary advisor to the Secretary and the Department on energy and technology policy development, analysis and implementation, and leads the Department?s international energy initiatives. Essential components of the Department?s domestic energy security strategy, and by extension hemispheric energy security, are to identify paths to optimize the use of clean energy to meet climate goals; promote the harmonization and the energy efficiency; promote the greater use of renewable energy technologies; foster greater energy integration and private sector investment in energy markets; and advance energy sector regulatory reform. As the lead office for Western Hemisphere activities, the Office of American Affairs promotes and encourages the development of options for the Department to employ in meeting its international energy trade and investment obligations. Office of PI staff rely on the timeliness, canvas of data, and accurate trade-related analysis that this information provides to advance key ECPA policy in the Hemisphere and advance DOE strategy and priorities for the Western Hemisphere. IOA is uniquely qualified to perform the services desired by the Department of Energy given their expertise and experience in the Western Hemisphere. The IOA, through its ongoing programs, regularly convenes government, civil society and business leaders to address existing public policies, which affect Western Hemisphere energy development. The IOA also organizes forums to discuss broader ranging issues such as energy sector privatization, sustainable energy development, energy infrastructure investment and poverty alleviation (these are in line with the Administration?s efforts to increase clean energy development in the Western Hemisphere.) This purchase is meant to support the DOE mission and maintain the public trust. The North American Industry Classification System (NAICS) code for this requirement is 54169 Other Scientific and Technical Consulting Services In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a NOTICE OF INTENT; however, interested parties may submit a capability statement or quotation, which shall be considered by the agency by Tuesday, August 20, 2013 at Noon, 12:00pm (Eastern) via e-mail to Danielle.Hicks@hq.doe.gov. The written response must include a general statement for services mentioned in this announcement and past performance information for relevant work. A determination by the Government to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
