- Notice of Intent to Sole Source This Notice of Intent to Sole Source is in accordance with Federal Acquisition Regulation (FAR) Part 8, Required Sources of Supplies and Services. The authority for this award is FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirement. The Office of Personnel Management (OPM) has a requirement for System Integration Testing for EPIC transformation. This will be issued as a logical follow-on. In support of its mission, OPM intends to issue a Call to Booz Allen Hamilton, 8283 Greensboro Drive, McLean, VA 22192 for continued support of the EPIC Transformation within OPM. The required services include, but are not limited to the following: Test support for the transition of the Electronic Questionnaires for Investigations, Personnel Investigations Processing, Imaging Capability, Central Verification System Transformation program (EPIC) application systems supporting the personnel background investigation program from Adabas/Natural to more current software and hardware technology and architecture. Specifically the work objective of is to provide system integration testing support to improve product quality and time to "market". System Integration Testing services shall include planning, designing, executing, and reporting on system integration tests for EPIC Transformation releases and the enhancements and bug fixes. Testing shall be conducted from both a release specific and an integrated EPIC perspective which shall include both transformed and legacy system integration. The North American Industry Classification System (NAICS) Code for this requirement is 541511. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, any requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is at the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Karoline Starr at Karoline.starr@opom.gov within three (3) calendar days from the date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the System for Award Management (SAM) database prior to execution of award. If no responses are received, an award shall be made to BAH.
