DESC: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO SPACE DATA CORP to provide the following item 0001 (20) Combat SkySat Platforms UNDER AUTHORITY OF FAR 6.302-1 (a)(iii) Contractor: SPACE DATA CORP Contractor Address: 2535 W Fairview St, Ste 101, Chandler AZ, 85224, Approximate Value: Under $275,000.00 The Government hereby issues its notice of intent to sole source to Space Data Corps for the purchase of (20) Combat SkySat Platforms: Military UHF repeater system, including 2000g balloon (boxed separately), integrated parachute, flexible 4-antenna array, suspended ballast system for relaying voice and link 16 data. The government initially solicited and contracted for Repeater Platforms that extends the range of standard issue military two-way radios to support MAWTS-1 at MCAS Yuma in September 2012. Space Data Corporation received the initial contract and the unit has utilized and trained to this platform since they received their initial delivery in September 2012. The objective of the product being requested is to provide near space communication relay for both voice and data communication in order to support Command and Control (C2) of USMC aviation assets and coordination of threat integrated air defense systems (IADS) in support of the Weapons and Tactics Instructor (WTI) Course. Beyond line of site UHF communication of both air and ground nodes at ranges over 400 nautical miles is the threshold for this requirement. The High Altitude Communication System (HACS) is a mature system with a proven capability to provide this service in a tactical environment. MCAS Yuma has spent several thousands of dollars procuring similar assets and has lead to substantial financial investment already incurred. It was determined that the products provided are the only fit based on the aforementioned work completed Space Data Corps is the only source that can provide the requested supplies without substantial duplication of cost and delays to the Government. Interested persons may identify their Expressions of Interest (EOIs), and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient enough to determine that a comparable source to the Government is available. The Government will be the sole determiner regarding an offeror's ability to meet all requirements. The Government will consider all EOIs received prior to 10 days after date of publication of this synopsis before 1200 PST on that date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. EOIs sent via the U.S. Postal Service should be mailed to Regional Contracting Office 555027 Camp Pendleton, CA 92055. EOIs sent via Federal Express or hand carried must be delivered to Regional Contracting Office Bldg 22180, 10th Street Camp Pendleton, CA. 92055 during weekdays, excluding federal holidays, between the hours of 7:00 a.m. and 4:30 p.m. EOIs may be submitted via email to Justin.eastman@usmc.mil. EOIs may be submitted via facsimile to Attn: Justin Eastman at 760-725-8453. The facsimile transmission must clearly identify this notice and the name of the contracting officer on the first page. Submitters bear the burden of ensuring that the EOI reaches the designated contracting officer on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received. This purchase will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 6.302-1. The anticipated award date is 30 Aug 2013.
