- Description
- NASA/NSSC has a requirement for a training program entitled Learjet Variable Stability Aircraft Demonstration. The objective of the program is to provide students a better understanding of aircraft dynamics, aircraft control systems, and aircraft handling qualities through a 1-hour ground school and a 1.7 hour demonstration flight on the Calspan Variable Stability Learjet. Students will have a better understanding of aircraft longitudinal and lateral/directional dynamics and control system design after completion of this course. This offering shall be held at NASAs Dryden Flight Research Center beginning September 9, 2013. NASA/NSSC intends to purchase the above curriculum from Calspan Corporation, 4455 Genesee Street, Buffalo, NY 14225. Pursuant to FAR 13.106(b), the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons: Calspan is the only company that provides training flights of this type. The unique modifications to the Learjet aircraft provides a unique training opportunity that can best meet NASAs training needs and requirements for variable stability. The Calspan Learjet will be based at Edwards AFB supporting other activities therefore, this provides an opportunity to acquire training without incurring travel costs. The Government intends to acquire a commercial item using the procedures in FAR Part 13.106. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. Central Standard Time on September 3, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
