- UPDATE: 12 August 2013 This is a SYNOPSIS FOR CONTRACTING BY NEGOTIATION in accordance with Federal Acquisition Regulations (FAR) Part 15, as supplemented with additional information included in this notice. The North American Industry Classification System (NAICS) Code is 611710. The U.S. Army intends to procure on behalf of the U.S. Air Force Medical Modeling and Simulation Training (AFMMAST) Program the following services: local Simulation Program Management, Operations and Maintenance, Research Engineering, and Central Program Office (CPO) staff support. Location of the services will be at the AFMMAST Central Program Office (CPO) in San Antonio-Randolph, TX and the 21 Air Force Medical Service (AFMS) sites located worldwide in 7 countries. Currently there is a bridge contract in place, W900KK-13-C-0046, with a nine (9) month PoP (1 FEB 13 - 31 OCT 13). This bridge contract is to allow for a competitive follow-on contract. The competitive AFMMAST solicitation, W900KK-13-R-0022 is currently posted on Fed Bizz Opps (FBO) with a RFP due date of 14 AUG 13. To prevent any possible suspension in AFMMAST services, the Government intends to extend the current bridge contract, W900KK-13-C-0046, with ICF Inc. by three (3) one (1) month options (1 NOV 13 - 31 JAN 14) at total approximate increase in contract value of $1.5M. The anticipated award date for this modification to current bridge contract is 4 OCT 13. The Government will utilize FAR clause 52.217-8, Option to Extend Services. The authority being sited is: 10 U.S.C 2304(c) (1), as implemented by FAR 6.302-1 (a) (2) (iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Any bids or proposals received from this notice shall be considered. Work will be performed at the Air Force Medical Modeling and Simulation Training Office at Randolph AFB, TX and designated Simulation Centers.
