Description
The US Army Contracting Command - Rock Island (ACC-RI), Rock Island, IL on behalf of the Headquarters, Joint Munitions Command (HQ, JMC) Rock Island, IL is conducting a market survey to identify potential sources that possess the capabilities, experience, and expertise necessary for Demilitarization and Disposal of HEXACHLOROETHANE (HC) ammunition and like items, including components within these items. This Sources Sought Notice specifically deals with HC smoke canisters and smoke pots ammunition in various weights and sizes in our DEMIL inventory. The Government anticipates soliciting offerors for award of a Firm Fixed Price contract to provide demilitarization and disposal services that meet the Army FY14-15 HC Demilitarization requirements. It is anticipated that one contract will be awarded for a basic period of one year with an option that may be exercised to extend the contract for an additional one year period. HC smoke and like ammunition is used for screening, obscuration, spotting, and signaling purposes. Demilitarization (DEMIL) is defined as the act of eliminating the functional capabilities and/or inherent military design features from DOD personal property. Methods and degree range from removal and destruction of critical features to total destruction by cutting, crushing, shredding, melting, burning, etc. DEMIL is required to prevent property from being used for its originally intended purpose and to prevent the release of inherent design information that could be used against the United States. DEMIL applies to material in serviceable and unserviceable condition. Interested contractors should demonstrate that they possess the experience and capability, or that they can obtain such, necessary to provide all the necessary material, equipment, property, licenses, and personnel to perform demilitarization by resource recovery and recycling (R3) for a variety of HC smoke related ammunition and like items including components. Open Burning and/or Open Detonation (OB/OD) are not permitted technologies for any end item(s) or component(s). The following types of explosives should be considered in your response: HC smoke pots (ground and floating) and related packaging material HC smoke canisters and related packaging material The sources shall, ensure that adequate storage facilities are available to secure all government property which may be provided to accomplished any task. Storage facilities must meet requirements of DOD 5100.76M for categorized sensitive ammunition. The following estimated short tons (ST) and net explosive weights (NEW) are provided to aid with consideration of capacity, cost, location, storage and personnel safety: 6,730.13 ST of HC ammunition with a NEW 7,514,066.98 pounds. Interested sources should provide responses which illustrate their capabilities, experience, and expertise, including knowledge of safety, security, storage, and/or environmental regulations associated with the demilitarization and disposal of HC smoke ammunition and like items. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the US Government. The Government will not reimburse any respondent for any effort or information submitted in response to this sources sought. All information submitted will be held in a confidential status. The contractor shall provide all information requested in this notification within 30 days of this publication by electronic mail at no cost to the Government, to the Army Contracting Command-Rock Island (ACC-RI), ATTN: Bridget Kramer, email bridget.l.kramer.civ@mail.mil or Carrie Lansing, email carrie.b.lansing.civ@mail.mil. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
